This tender opportunity has been issued by The Stour Academy Trust (the Trust). The proposed contracts will be for the provision of supply agency services to the Trust where cover cannot be provided in-house. The service is intended to provide access to safe, compliant and good quality agency workers when required, while supporting the Trust’s objectives of continuity of provision, safeguarding compliance, operational flexibility and value for money. The Trust predominantly requires short-term supply cover where absence or operational need cannot be covered in-house. There may also be occasions where longer-term supply cover is required, including to support extended absence, vacancy cover or continuity of provision. The Trust intends to award contracts to four (4) Providers following evaluation of tenders. The contracts will be for a period of three (3) years with the possible extension of two (2) further years, in 12-month intervals (3 +1+1).

Milton Keynes City Council (MKCC) is a partner in the Adoption Connects Regional Adoption Agency (RAA), alongside Central Bedfordshire Council. As a statutory Adoption Agency and Fostering Service, the Council is required under the Adoption Agencies Regulations 2005 and the Fostering Services (England) Regulations 2011 to appoint a registered medical practitioner to act as its Medical Adviser in respect of adoption and fostering. This role supports the health-related decision-making processes for children and prospective carers involved in adoption and fostering. The purpose of this service is to provide and ensure the availability of timely, high-quality medical advice for all MKCC Adoption and Fostering decisions. The service will support statutory compliance and best practice in health assessments, enabling panels and decision-makers to make informed recommendations, and contribute adequately to safeguarding and permanence planning. It will also ensure all health information is interpreted accurately and shared with prospective adopters and foster carers, empowering them to make informed decisions about the care of children.

The City of Wolverhampton Council has a statutory duty to provide alternative provision for children and young people in accordance with the Education Act 1996. These can include children and young people who are: • permanently excluded • subject to fixed term exclusions • at risk of disengaging from education; and/or • require alternative educational provision to meet their education entitlement for example those outlined in their EHCP. The Council is conducting a tender exercise for the provision of Alternative Provision Framework for Children and Young People (Lots 1-6) namely: Lot 1 - Primary Registered Settings (Only) Lot 2 - Primary phase inclusion and engagement Lot 3 - Secondary Registered Settings (Only) Lot 4 - Secondary phase inclusion and engagement The procurement is for services which are considered Light Touch Regime (LTR) services under the Public Frameworks Regulations 2015, as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the Council is only bound by those parts of the Regulations detailed in Chapter 3 'Particular Procurement Regimes Section 7, Social and Other Specific Services' 74 to 76 of the Public Frameworks Regulations 2015. The Council is not voluntarily following any other part of the Regulations. The procedure which the Council is following is set out within this ITT. The agreement is based upon the basic principles of a framework agreement, and although there are some similar aspects, it does not fully operate in the same way as outlined in regulation 33 of the Public Frameworks Regulations (2015). The Local Authority will create a "pseudo framework agreement" (based on CCS guidance) and have set out clearly how we intend to operate the framework agreement from the outset through the OJEU notice, Tender Document and Call-off Schedule, which also details the timeline for when it will be reopened. This meets the duty of transparency and equal treatment, which are the main guidelines to follow when setting up an LT

The COL require an experienced OHP for 1 day per week for 45 weeks of the year spread evenly throughout the year. This part of the contract could be delivered by an Associate of the Faculty of Occupational Medicine (AFOM). The COLP require an experienced OHP for 1 day per week for 45 weeks spread evenly throughout the year plus up to 17 days additional days. The additional days are to meet the Force requirement for recruitment and associated management meetings relating to recruitment and fitness to work procedure and advice. This part of the contract requires a Member of the Faculty of Occupational Medicine (MFOM) The OHP is scheduled to see 4 or 5 referral clients per day, or up to 5 candidates per day for recruitment medicals. The combined requirement is for between 90 days of OHP time with an additional up to 17 days depending on police officer recruitment demand. This could be delivered by: • One OHP • Two separate OHP’s • Two OHP’s where one is more experienced and prepared to supervise / support an Associate of the Faculty of Occupational Medicine. The COL / COLP would require a regular named OH physician to deliver the service. The service would not expect there to be changes in the named physician delivering the service. (No more than 2 changes per year would be acceptable) The contract would be for 2 years plus 2 years following performance review. OHPs working on this contract are likely to be required to be Police vetted. All applicants are to demonstrate that they have a 3-year period of residency in the UK immediately before commencing working. The Authorities decision in relation to any vetting issues is final.
Provision of Safeguarding Training for Group B and Group C

All safeguarding training must be delivered by trainers who meet the competency requirements set out in the ‘Wales Safeguarding Procedures’ and the ‘Social Care Wales’ framework for safeguarding learning.

As part of our procurement planning and market assessment activities, we are undertaking preliminary market engagement to gain a better understanding of the solutions, innovations, and service models currently available within the marketplace. We are therefore inviting suppliers with a proven track record of successfully delivering managed patient experience and feedback service to NHS Community and Mental Health Trusts (including the Friends and Families Test) to participate in pre-tender discussions. The Trust is only interested in market engagement with suppliers who have extensive NHS experience in managing patient engagement on behalf of large NHS Trusts, who can evidence implementations within the last 3 years, and integrations with Rio and or SystemOne, DSPT standards, ISO27001 and Cyber essentials plus. The purpose of these discussions is to help inform the Trust's future requirements, understand current market capabilities, and explore potential approaches to service delivery ahead of any formal procurement exercise. A limited number of Supplier engagement meetings will be conducted online via Microsoft Teams on 15 July 2026. Participation in these discussions is voluntary and will not form part of any formal evaluation process or provide any advantage in any subsequent procurement exercise. Information gathered during the engagement process will be used solely to support the Trust's understanding of the market and the development of any future procurement strategy. Interested suppliers are invited to express their interest in participating and provide a brief overview of their experience delivering similar solutions within NHS Community and Mental Health Trust environments.
