Antrim and Newtownabbey Borough Council invites tenders for the design, build, and maintenance of a series of heritage trails to showcase the Borough’s cultural, social and industrial history and the associated app, which will be free, public facing and will include, at a minimum, the following: • Five borough-wide driving trails with audio commentary, interactive maps, physical interpretation and additional resources (10–15 location sites per trail) • 10 local walking trails (named localities), each with audio, maps, and interpretation at key points. • Linkage to physical signage/interpretation and printed resources available at two Heritage Hubs. The aim of this project is to provide an engaging, accessible, and inclusive digital experience for residents and visitors as well as offering a sustainable content management system that will allow Council to maintain and grow the trails over time. The anticipated completion/launch date for the project is July 2027. The maintenance contract period will be 3 years from the completion/launch date with an option to extend for up to a further 36 months, subject to performance and review.

Children and young people will need to be supported using the Trauma Recovery Model and by employing an approach that is strengths based, and person centred. Acknowledging that each provider must work within the parameters of an individual Child or Young Person’s care and support plan, this is an outcome focused service, where the delivery of outcomes important to each individual Child or Young Person in a rights-based approach, are monitored for quality.

The English Devolution White Paper set out the government's vision for simpler local government structures in order to lead to better outcomes for residents, improved local accountability and savings which can then be reinvested in public services. All councils in 2-tier areas and small neighbouring unitary authorities have been invited to develop proposals for unitary local government with the aim of bringing together lower and upper tier local government services in new unitary councils to deliver local government reorganisation. It is likely that within the duration of this contract there may be further development of local government reorganisation that could result in the area and scope of coverage of this contract changing. It is not clear at this stage what the reorganisation will look like. The Contracting Authority reserve the right to modify, review or amend the contract as may become appropriate in order to effectively respond to any future requirements as a result
