1. Background UNICEF implements humanitarian and resilience-building programs across Afghanistan, using cash transfers as a key modality to support children, women, and vulnerable households. Building on approaches widely adopted by UNICEF and the broader humanitarian community, cash assistance enables families to meet their most urgent needs with dignity, while strengthening household resilience, supporting local markets, and reducing negative coping mechanisms such as child labor, school dropout, child marriage, indebtedness, and other harmful survival strategies. UNICEF regularly uses humanitarian cash transfers as an effective mechanism to help children, women, and vulnerable families access food, health care, education, shelter, winterization support, and other essential services. UNICEF also supports incentives for front-line workers to sustain children’s and mothers’ access to basic services. Cash assistance may be delivered through one-off payments or recurring cycles for emergency, development, or resilience-building objectives. Depending on the program scale and funding availability, annual transfers may reach approximately USD 50 million. This approach promotes beneficiary choice, improves access to basic household needs, and contributes to the recovery and resilience of vulnerable households and communities across Afghanistan. 2. El estudio analizará la magnitud, características, factores asociados y consecuencias de estas actividades, con especial atención a las niñas y grupos en situación de mayor vulnerabilidad. Mediante un enfoque de métodos mixtos, combinará análisis cuantitativo y cualitativo para estimar la prevalencia del fenómeno, caracterizar perfiles socioeconómicos y comprender las dinámicas sociales, económicas y culturales que explican la participación en actividades de cuidado y sus efectos sobre la educación, el bienestar y las oportunidades futuras. Asimismo, identificará riesgos asociados, incluidos aquellos que puedan constituir trabajo peligroso, y revisará marcos normativos nacionales y listados de trabajos peligrosos para detectar vacíos, desafíos y oportunidades de mejora. Finalmente, el estudio formulará recomendaciones de política pública y orientaciones técnicas para prevenir y eliminar el trabajo infantil en la economía del cuidado, fortaleciendo capacidades institucionales y promoviendo la articulación entre políticas de trabajo infantil, protección social, empleo y cuidados desde un enfoque de género, derechos de la niñez e interseccionalidad.
