Employee Insights Capability
National Procurement
Health NZ is seeking information about credible ways to establish and sustain an enterprise Employee Insights capability for a workforce of more than 100,000 people. We want to understand the organisational capability, operating models, specialist services, practices and enabling technologies that could help us listen effectively, generate reliable and decision-useful insight, support decisions and action at different organisational levels, and visibly close the feedback loop with employees. We are interested in understanding not only how organisations gather employee voice, but how they translate workforce insight into organisational learning, workforce improvement, service improvement and better decision-making over time. We are particularly interested in the conditions required for success, the capability Health NZ should retain internally, and how capability can be established progressively in an organisation of our scale and complexity. We have not determined that a software platform, managed service, advisory-led approach, internal model, single provider or multi-provider ecosystem is the preferred solution. We are seeking evidence-informed perspectives that will help Health NZ understand: • what capability should be established and retained internally • what roles external providers may play • how capability can be established and scaled over time • what conditions are required for success • what trade-offs exist between alternative operating, delivery and capability models.
Lone worker system and response monitoring
Hawke's Bay Regional Council
A number of HBRC staff routinely work alone in remote and isolated parts of the region, often beyond cellular coverage and sometimes outside normal hours. HBRC needs a practical system that allows a worker to raise an alarm through normal mobile coverage and retain an independent distress option when mobile coverage is unavailable. Our proposed control uses two complementary tools: • Mobile device software for routine lone-worker sessions, timed check-ins, duress alerts, location sharing and two-way communication while cellular, satellite, or Wi-Fi coverage is available. • A registered personal locator beacon (PLB) carried by workers who may be outside reliable mobile coverage. A PLB is an independent emergency distress device that alerts the national search and rescue system when activated. HBRC is seeking a simple, easy to carry, easy to activate, reliable software solution and personal location beacon for use in the Hawke’s Bay region and supported by clear response procedures.
