GENERAL PROCUREMENT NOTICE Republic of Botswana Health Emergency Preparedness, Response and Resilience Project (HEPRR) Health, Nutrition and Population Loan No. 98750 | Grant: Livable Planet Fund (LPF) Project ID No. P510190 The Government of the Republic of Botswana, through the Ministry of Health and the Botswana Medicines Regulatory Authority (BoMRA), has received financing in the amount of US40,000,000 from the World Bank (IBRD Loan No. 98750) and a grant of US3,000,000 from the IBRD Surplus-Funded Livable Planet Fund (LPF), toward the cost of the Health Emergency Preparedness, Response and Resilience Project (HEPRR), and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project is part of the regional HEPRR Program implemented under the World Bank's Multi-Phase Programmatic Approach (MPA), spanning 11 countries across Eastern and Southern Africa. The project will include the following components: Component 1 : Strengthening the Preparedness and Resilience of the Botswana Health System (US$34.4 million). This component, implemented primarily by BoMRA, will support the construction of a National Drug Quality Control Laboratory (NDQCL) incorporating climate-resilient measures, and the refurbishment of BoMRA Regional Offices. It will also finance the procurement of laboratory equipment and supplies for the NDQCL, the supply and delivery of Vital, Essential, and Necessary (VEN) commodities for warehouse stockpiling, and software development for a National Product Catalogue (National eLMIS system). Component 2: Improving the Detection of and Response to Health Emergencies through a Multisectoral Approach (US$5 million ). The regional project "Implementing Regional and National Adaptation Priorities in Central and West Africa (PACO)" is financed by the International Climate Initiative (IKI) through the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) and implemented by GIZ in Benin, Republic of Congo, Côte d"Ivoire, and Senegal. The project is carried out by a consortium comprising the African Development Bank (AfDB), Islamic Development Bank (IsDB), Potsdam Institute for Climate Impact Research (PIK), the Climate Commission of the Sahel Region (CCRS), and GIZ, in close collaboration with national ministries of environment, public and private actors, and civil society. PACO aims to strengthen climate resilience and adaptive capacities of governments, civil society, municipalities, and small and medium enterprises in the target countries. By supporting the implementation of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs) and governance frameworks, the project seeks to protect livelihoods and enhance climate-resilient development in regions heavily dependent on the primary sector and therefore highly exposed to climate change impacts. To achieve this, PACO operates through four interlinked outputs: Regional Support and coordination: The Climate Commissions for the Sahel Region (CCRS) and the Congo Basin (CCBC) support and upscale climate resilience of their member states in line with international agendas. Climate Governance: The four target countries strengthen their national climate governance frameworks and adaptive capacities of key stakeholders. Sectoral approaches: Public and private investors implement transformative actions in priority sectors of the target countries' NAPs/NDCs to improve climate-resilient sectoral productivity.
