Request for Information (RFI) for Site Development Partnerships at NASA Langley Research Center

NASA LANGLEY RESEARCH CENTER

Over nearly two decades, NASA Langley has been consolidating its operational footprint into its central campus, freeing significant acreage for future development. The Center has identified approximately 325 acres across seven developable parcels for potential lease opportunities, along with an additional 150 acres across two parcels that carry environmental and archaeological considerations that limit level of development possible on them. NASA seeks ideas for potential future uses of all parcels as part of this RFI. NASA seeks interest and ideas from industry, academia, and other non-federal government entities to lease and develop the NASA Langley AID Hub in whole or in part. This interest should be from entities aligned to long-term operations of the NASA Langley Aerospace Innovation District (AID) Hub, which NASA is establishing to enable and grow private sector and intergovernmental participation in Langley's mission in support of NASA's Ignition priorities to ensure American space superiority. Initial ideas for developing the land include, but are not limited to, facilities and infrastructure development that support: • National priorities in hypersonics, and efficient and secure interagency and international collaboration for aerospace technology development. • NASA’s missions and priorities through accelerated research, development, testing and evaluation of aerospace products, payload processing for space payloads, airborne testing of scientific payloads, autonomous systems capabilities for regional air mobility, and Lunar/Mars large-scale integrated simulation facilities for east coast operations. • Langley’s institutional needs through a publicly accessible gateway complex for academic consortium and international collaboration, public access to the history and natural beauty of the property, renewable energy farms, and temporary housing for visitors, foreign nationals, and students. The advent of high-threat Electronic Warfare (EW) and Global Positioning System (GPS) or Radio Frequency (RF)-denied operational domains poses an immediate risk to Department of Navy (DoN), Marine Corps, and joint aerial and maritime fleet operations. Modern tactical concepts—such as Distributed Maritime Operations (DMO) and Joint All-Domain Command and Control (JADC2)—demand ultra-high-bandwidth communications and high-precision timing synchronization across dynamic, multi-domain nodes without reliance on vulnerable RF spectra or satellite navigation. Precision optical clock synchronization and free-space optical communications (FSOC) offer timing holdover improvements and superior timing synchronization in GPS-denied environments, and high-speed low-probability-of-intercept/lowprobability-of-detection communication links. However, transitioning optical time transfer and FSOC from benign ground laboratories to highdynamic flight environments presents severe aero-optical and mechanical barriers. Dynamic aircraft boundary layers, trans-sonic shock structures, aero-optical phase aberrations, basemotion jitter, and stringent airframe size, weight, power (SWaP), and aerodynamic drag constraints disrupt beam coherence and line-of-sight tracking. Furthermore, existing commercial optical gimbals lack the structural airworthiness certifications, thermal/pressure shock resilience, fine pointing, acquisition, and tracking/PAT (PAT) closed-loop rejection required for host aircraft integration. NIWC Atlantic seeks to prototype and demonstrate a flight-certified, aero-optically resilient dual-turret optical communications and optical time-transfer system operable across ground, littoral, and multi-altitude airborne regimes.

The Project Management Office has responsibility for the operation and maintenance of nine locks and dams, two resource offices, a Project Management Office, two boat houses, one boat storage facility, storage buildings, two contractor maintenance compounds, and two hydro-electric generating plants. The BWT/AL Project is home to 9 beautiful lakes, they include Bankhead, Holt, Oliver, Warrior, Demopolis, Coffeeville, Claiborne, Millers, and RF Henry. These lakes for the BWT stretch from the headwaters near Birmingham, AL, south through Tuscaloosa and Demopolis to the southernmost Mobile District Corps facility located below Coffeeville, and for the AL river south from Montgomery, AL to the confluence with the Tombigbee River. The project is operated under the direction of Mobile District, U.S. Army Corps of Engineers, Mobile, Alabama. It is anticipated that one 1 Firm-Fixed Price FFP, Indefinite Delivery Indefinite Quantity IDIQ, Single Award Task Order Contract SATOC will be awarded for a five 5-year ordering period. RFI - Seasonal Great Lakes Ice-Breaking

DESCRIPTION The United States Coast Guard (USCG) is conducting market research to identify sources capable of providing vessels, including all labor, vessel equipment and supervision, to conduct domestic ice breaking in support of USCG District Great Lakes (D-GL). Domestic ice-breaking capabilities include navigable waterways and commercial channels impacted by seasonal ice from January 2, 2027 through April 1, 2027. The vessel must hold a valid U.S. Coast Guard Certificate of Inspection with the proper routes and conditions to operate in the Great lakes and must be in compliance with applicable U.S. laws and regulations, including manning and Classification Society requirements (if applicable). For ice-breaking planning purposes, the intended capability for a vessel includes the ability to break 1st year freshwater ice plates of 12” or greater and can ideally break freshwater ice plates up to 36”. The contractor shall provide all labor, transportation (including locking fees), equipment, and supervision necessary to be in the Great Lakes by January 2, 2027, and be available as follows for daily operations: Vessel shall be available for ice breaking operations up to twelve (12) hours per day during daylight hours. Operations exceeding twelve (12) hours require prior approval from the Contracting Officer. The vessel will operate under Coast Guard tasking and prioritization while the contractor retains responsibility for safe vessel operations in accordance with applicable flag-state, class, and regulatory requirements. Depending on mission requirements and vessel capabilities, the vessel would be utilized along St. Mary’s River, Straights of Mackinac, Lake Michigan, and northern Lake Huron as well as southern Lake Huron through Lake Erie) to ensure continuous minimum domestic ice capacity.
