New Build Housing - Budget 2026 (Woodbourne and Burnham)
Defence Estate and Infrastructure
*IMPORTANT* - create a SmartProcure profile at https://nzdf.bravosolution.com in order to access the NZDF procurement portal. This will enable you to subscribe and access ROI documentation by searching code 262. An online brief will occur at 1:00PM on Monday 06 July. There is no requirement for site visits at this first ROI stage, as all information essentially comes from you the respondent (ie. previous experience, procedures, key personnel experience etc). __________________________________________________________________________________________________________________________________________________ As a result of Budget 2026, the New Zealand Defence Force (NZDF) is delivering new housing at two sites - Woodbourne (near Blenheim) and Burnham (near Christchurch). We are looking for established Main Contractors (with design team) who can manage the full design and delivery of high-quality turnkey homes for servicemembers and their families. Homes will be standalone and single-level, constructed largely on vacant land previously used for housing, with requirement for associated on-lot and minor off-lot civils. All works will be under an NZS3916 Design and Build Contract with NZDF Special Conditions. The indicative spread of new housing per site is as follows, though if pricing allows us to deliver more within our funding envelope we will do so: Woodbourne - 8 homes at RNZAF Base Woodbourne, awarded to one supplier under one contract. Christchurch - 17 homes at Burnham Military Camp, awarded to one supplier under one contract. This is a two-stage market approach. This first Registration of Interest (ROI) stage is focussed on the experience and capability of the supplier, and does not require any site-specific solution to be put forward. Those who are shortlisted from this stage will participate in a second stage Request for Proposals, which will require detailed site-specific solutions to be submitted. The ROI includes our requirements and specifications for housing.

Future Fuels for New Zealand
Energy Efficiency & Conservation Authority
As decarbonisation progresses into harder to abate sectors, new energy carriers may be required to replace existing fossil fuels. These fuels, such as sustainable aviation fuel (SAF), hydrogen and green ammonia, may have multiple methods of production, requiring different feedstocks and process inputs, and be at differing levels of technological readiness and economic viability. By gaining a better knowledge of the current state and future outlook for these fuels, EECA will be better placed to inform and support the development, and or use, of those best suited to New Zealand’s energy system. To help gain the required knowledge, EECA wishes to commission research into future fuel options, their methods of manufacture, suitable applications, and scenarios offering a low/medium/high uptake for each, to quantify the amount of feedstock required. This will include more detail on more promising or more technologically ready options, and a watching brief on those that still require significant development before being suitable for NZ. This will form a knowledge base, which will be regularly updated to keep knowledge current. All the information can be found in the RFP document in the attachment section. Please submit your questions through the GETS.
