The contract is to include Hillingdon Council's housing stock of circa 116 assets covering General Needs Housing, Sheltered Housing, Supported Housing and Corporate sites. The contractor will provide a planned servicing regime and reactive maintenance for repair and replacement as well as to undertake small works projects up to an approved threshold value for the asset types as stipulated. Concessionary Travel Management

Kent County Council are seeking to appoint a supplier for the management and administration of its concessionary travel schemes which include the English National Concessionary Travel Scheme (ENCTS), the Kent Travel Saver and the 16+ Kent Travel Saver. This requirement is for the technical administration and associated financial forecasting activities for statutory and discretionary Concessionary Travel Schemes within the Growth, Environment and Transport Directorate and the provision of associated consultancy services. The Council has a statutory duty under The Transport Act (2000), as amended by the Travel Concessions (Eligibility) Act (2007), to provide a concessionary bus pass scheme for qualifying individuals. This is the England National Concessionary Travel Scheme (ENCTS). The ENCTS scheme for Kent involves the management of a scheme, covering circa 240,000 passes and 17 million annual trips based upon data from 2024/25. The budget for ENCTS is circa £18 million per annum. The Kent Travel Saver provides discounted travel for students in the year groups 7 to 11, who are not entitled to statutory home to school transport. The scheme encompasses 22,000 2 passes, with a gross annual cost of £14.7 million, net of £5.1 million to the Council due to pass fee income and contributions from Bus Service Improvement Plan (BSIP) funding. The 16+ Travel Saver provides discounted travel for those eligible who are staying on sixth form, attending further education college, work, learning providers or apprenticeship provider. The scheme is administered by the Council in conjunction with educational establishments, who are provided with funding from national government to provide bursaries for those on low incomes. Over the past 3 years we have used a third sector organisation to facilitate grants, whilst this has been successful in reaching many groups and unpaid carers, the governance and links to statutory services has been limited and caused a number of challenges. Therefore, a new model for the next 3 years is suggested: Utilise a third sector organisation with established links to unpaid carers to fund: 1. This element should be viewed as a single component with 2 parts: a) A Short Breaks Community facilitator (approx. £40k) to understand the range of services and groups available, including UK, Wales wide and local schemes. They will provide a ‘what matters’ type conversation and be able to link the unpaid carer to existing short break opportunities as well as facilitate small grants/short breaks directly for unpaid carers where appropriate through the conversation. The process for this will need to be developed in collaboration with the unpaid carer Information Advice and Assistance services (in both Cardiff and Vale of Glamorgan). b) To enable the Short Breaks Community facilitator to meet those with the most significant need there will be funding for direct short breaks for unpaid carers through the Short Breaks facilitator (approx. £20k)– this may be to pay for a hotel break, activities, experiences, a hobby or an item which would be deemed a ‘break’ (not household). This may also be to fill an identified gap or need in a local community, for example 10 people in an area need a peer support group so the facilitator will work with other local groups to establish one and may cover associated revenue costs. 2. Funding for 3rd sector grants (approx. £80k) to support the third sector to deliver a variety of offers for unpaid carer in relation to Short Breaks, including but not limited to regular peer-support groups. The framework is designed to support strategic commissioning approaches that improve outcomes for children, strengthen sufficiency and market shaping, and deliver improved value for money. The model aligns with regional ambitions, including the development of Regional Care Cooperatives, and will facilitate call‑offs at both regional and local levels. The procurement aims to foster long‑term, collaborative relationships between Commissioners and Providers. It seeks to address the differing perspectives, risks, and challenges that influence the delivery of high‑quality homes for Children and Young People. The objective is to secure local, stable, and supportive homes that are embedded within a wider system of wrap‑around provision, enabling improved long‑term outcomes. This represents a shift away from the traditional purchase of individual placements through spot purchasing or standard frameworks. Instead, the framework focuses on commissioning whole homes, ensuring that the home, its staff, and the children living there are supported by coordinated local services. Contracting Authorities will be able to undertake a Competitive Selection Process at call‑off stage, based on their specific requirements. In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. The Requirement is to procure DEXIS IXS sensors which have already been ‘whitelisted’ for use within existing MOD IT infrastructure. Estimated quantities: 687 units The DEXIS IXS sensor has been MOD directed due to compatibility with existing MOD IT systems. Introducing alternatives would require extensive IT re integration resulting in significant additional cost, delay, and delivery risk. LSL is therefore proceeding via a Direct Award in accordance with the Procurement Act 2023. Under Condition 41, Schedule 5 (Direct Award Justifications), “Changing supplier would create disproportionate technical difficulties, incompatibility risks and Significant delay. “These conditions would apply if an alternative to the DEXIS sensor were introduced. For clarity, the reference to “changing supplier” within the Procurement Act 2023 relates to a change in the OEM, in line with the requirement. Competition will continue to be maintained at the distributor level, with procurement conducted among approved distributors in the market.
