The scope of the project is fully described in Appendix 1 but in summary the scope is: - Provide and erect fixed scaffolding with built in stairs, hoists for materials, and including additional protection over all maintained entrance/exit and fire escape doors, double boarded fans, kick boards, brick guards on handrails, netting and any post protection padding as may be necessary, etc. - Pitched Roof Renewal of block 266. - All works must be carried out and completed over the summer period between 20th July – 28th August 2026. - Allow for all necessary protection to existing flat and pitched roof areas not included in these works. - Elevations to be fully scaffolded, must include fixed staircase and internal barrier to floor edge. - Heras anti climb fencing to be erected around the complete perimeter of the scaffolding, a minimum 1-2m outside base of scaffolding, to provide complete segregation between works and building/school users. - No Doorways, gates or walkways are to be blocked off during the execution of these works without the prior written consent of the contract administrator. - To the areas noted on drawing number A001, supply and install new roof coverings including all new lead gutters, valleys, flashings, structural roof battens, breathable under cloak, and all necessary ventilation, etc. - All to be as the attached technical specification. - Lead to be Code 5 to gutters and valleys with Code 4 to be used everywhere else. - Form new lead collars and soakers where existing pipework penetrates the roof. - Contractor to allow to safely isolate, remove and refit any cables necessary to complete the works.

UK Research and Innovation (UKRI) is procuring a managed payment services solution to administer and disburse scholarship-related payments at scale on behalf of the Department for Science, Innovation and Technology (DSIT). The service will provide an end-to-end payment processing function, covering the onboarding of students and universities, verification of identity and bank details, secure payment execution, reconciliation of funds, fraud prevention, and performance reporting. The scope of the procurement includes payment administration for the TechGrad (undergraduate) Scholarship Programme, the Spärck AI (master’s) Scholarship Programme, and the Semiconductors Undergraduate Scholarship Programme. In addition, the supplier will continue to administer payments for CyberFirst students during the transition period to the TechFirst programme. The supplier will be responsible for administering all authorised payments to eligible students and higher education institutions in accordance with UKRI/DSIT instructions and applicable grant conditions. This includes, but is not limited to, scheduled and ad hoc payments such as scholarships, stipends, tuition fee payments, summer placement payments, reimbursements, and discretionary payments (for example, travel or hardship payments), delivered within timeframes specified by UKRI/DSIT. The supplier must establish and operate a straightforward, scalable onboarding process for all participating students and institutions, including secure mechanisms for the collection and verification of identity and bank account details to enable timely and accurate payments. The service must comply with all relevant legislation, regulatory requirements, and government guidance relating to payments, data protection, and information security. The supplier will be required to implement appropriate due diligence, counter-fraud, and risk management controls, and to provide regular management information and reporting against agreed key performance in

Background The Epping Forest District Local Plan adopted on the 6th March 2023 proposes to build 11,400 new dwellings in the EFDC area by 2033 a growth in households of about 21%. However, the sector is struggling to meet the pace at which it needs to build housing. This is despite the construction sector being the largest sector of the local economy and the largest employer, employing almost 9,000 people. From insight gathered locally, we know the district has a limited number of large housing developers and construction companies, with the majority of businesses in the district being small or micro enterprise (fewer than 50 employees). We also know that the biggest barriers to growth for the industry locally include recruiting a skilled workforce, accessing new markets, and competing for larger contracts and customers. Epping Forest District Council are therefore looking to commission a construction industry business support programme with the objective of supporting small and micro enterprises to grow, enabling them to bid for contracts with large developers. This will ultimately help boost the local economy, keep wealth locally, create employment opportunities, whilst also supporting the council to meet its housing land supply target. This project has been in development for many years, the existing pavilion was built in the 1960's and is no longer fit for purpose and has been closed pending demolition. Scope of requirements The proposed new pavilion building and landscaping works can be summarised as follows: • The new pavilion will replace the existing vandalised and out of use pavilion building in King George V playing field to serve players, spectators and local community groups. • The new building will provide the existing Cricket Square with the following facilities: • Changing rooms for teams and officials • Café and kitchen/servery • WC's and showers • Social area to be used by Cricket club and local community groups. The new building is formed of a single storey consisting of 2 changing rooms to accommodate home and away players, a kitchen, public social area with indoor viewing of the Cricket square. External areas to provide unobstructed access into the building, public seating areas, bin storage, cycle, container storage for grounds equipment and car parking. New shrub and tree planting adjacent to the building. The building is required to be robust and low maintenance as well as presenting an attractive and welcoming arrival point for all users and a positive asset to the community. The existing damaged pavilion is to be demolished as part of the contract works. The proposed Framework will include two Lots: Lot 1 - Care Support and Community Outreach This Lot covers personalised care and support delivered in the home or community. Services will help children and young people with disabilities to develop independence, access their community, and maintain their wellbeing, while supporting family stability. The service will include personalised care and community based support, including personal care, delegated health tasks, communication and independence building programmes, behaviour support, community access and, where required, overnight respite. Providers must be able to offer planned, responsive and crisis support across a range of hours. Lot 2 - Specialist Playschemes and Targeted Short Breaks This Lot provides specialist holiday playschemes and targeted short break opportunities for children with substantial or complex needs. These are for children who cannot safely access mainstream provision due to high levels of personal care, complex health needs, autism or behaviour that challenges. Services delivered under this Lot should offer group and community-based activities that support children's social development, independence, wellbeing and enjoyment, while providing families with essential respite. The purpose of the Framework is to deliver consistent, timely, high quality and value for money support, while strengthening family resilience and improving outcomes for children and young people with disabilities. By approving providers onto a single Framework, the Council can quickly match a child's assessed needs with an appropriate supplier, reducing delays and enabling responsive, high quality support across the local area.
