Shropshire Council (the Authority) is seeking expressions of interest and market intelligence from suitably experienced and accredited organisations in connection with the procurement of utility infrastructure for Oswestry Innovation Park, an 18-hectare strategic employment site at Mile End, Oswestry, Shropshire. The Authority, supported by its technical advisors UCML, intends to appoint an Independent Connection Provider (ICP) or consortium to deliver on-site utility infrastructure comprising electricity, clean water and civil works. Telecommunications infrastructure will be procured separately to preserve open-market access for future occupiers. PfH Cymru (Procurement for Housing Wales) wishes to establish a Wales-specific Decarbonisation, Retrofit and Planned Works Framework Agreement. Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of the UK's social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. Fort Royal Community Primary School
The successful Supplier will be required to provide cleaning services for Fort Royal Community Primary School. The annual contract value is approximately £130,000 and the initial contract term will be three years, commencing 1 April 2027 and concluding 31 March 2030. The contract will operate on a guaranteed performance basis, offering a fixed annual subsidy. There will be an option to extend for a further term of one plus one years by mutual agreement. The school is located in Central Worcester and is a Maintained Primary special needs school with 208 pupils on roll and approximately 170 staff employed. They are a dedicated and enthusiastic team who are committed to providing the best possible education and care for the pupils and developing independence and social awareness to prepare them for productive and successful lives. There are 25 classes and fantastic facilities, including a hydrotherapy pool, specialist sensory areas and extensive outdoor learning environments both within the school grounds and attached to individual classes. The school runs in term time, but some support staff work all year round. Currently, the school is cleaned in the mornings prior to opening, with cleaning commencing from 6:00am during term time and on TED days. In addition, the school benefits from approximately four weeks of deep cleaning during holiday periods. Due to the morning cleaning schedule, there is a requirement for some ad hoc cleaning at the start of holiday periods (e.g. bin clearance), along with limited cleans a few times per week in key areas during the main school holidays (Easter, Summer, and Christmas). While the school is open to reviewing cleaning times, if the morning schedule is retained, they would like these ad hoc requirements to be formally incorporated into the contract. Youth Justice Worker Level 4 Qualification

The Authority is looking to establish a new contract for the provision of a Level 4 Youth Justice Worker Qualification. The contract value shall not exceed £1,960,000 excluding VAT. The implementation phase of the new contract needs to start 1st September 2026.Training places for new learners must be made available to start no later than January 2027. The requirement is for an experienced learning provider to deliver a high-quality, accredited qualification grounded in the principles of trauma-informed practice for up to 500 learners. The provider must demonstrate a strong understanding of the needs and experiences of children in custodial environments, and be responsive to staffing structures, roles, and capability needs within Youth Justice settings and the custodial environment specifically. The Contract length will be six years and four months (a four month implementation period, five years of enrolments and a teach out period of one year) of accredited vocational training in trauma informed practice in Youth Justice, including both theory and effective practice (as outlined in the YJ Skills Matrix) to all frontline officers in the YCS in order to support the specialisation of the workforce. The course will be the equivalent to a Level 4 qualification. The course length will not exceed 12 months. Any learner extensions beyond the agreed duration should be discussed and approved by the Authority and will be provided at no additional cost per learner. The programme must be accessible across all three YOI sites in England (Yorkshire, Midlands and London) with flexibility to deliver face-to-face elements. Each cohort will consist of learners across all three sites; each face-to-face session will be located within 90 minutes travel time of one of these sites. The venue will then rotate between the three sites for each cohort. e.g. session one within 90 minutes of Feltham, session two within 90 minutes of Werrington and session three within 90 minutes of Wetherby.

This market engagement will take the form of a supplier questionnaire. Responses will help the Council gain a clearer understanding of the capability, innovation and delivery models available in the marketplace and will inform the development of future procurement documentation. The information provided in the completed questionnaire will NOT be appraised in any future tender evaluation exercise. Please note that participation or non-participation in this preliminary market engagement exercise shall not prevent any supplier from participating in any potential procurement process, nor is it intended that any information supplied shall place any supplier at an advantage or disadvantage in any forthcoming procurement process. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, periodically holds competitive tenders to award seabed rights for the development, construction and operation of offshore wind farms. In September 2024, The Crown Estate set out its approach to bringing such future tenders to market in its Future of Offshore Wind publication (Future of offshore wind | The Crown Estate). This was published alongside a report setting out our ambition to develop a Marine Delivery Routemap, which is intended to help enable a more holistic approach to be taken in relation to seabed development in the future. With the recent announcement of our intention to launch a new leasing round in 2027 (Offshore Wind Leasing Round 6) and building on the approach taken by The Crown Estate in previous leasing rounds, such as Offshore Wind Leasing Rounds 4 and 5, The Crown Estate is committed to engaging with a broad spectrum of market participants and other stakeholders to inform the development of its Leasing Round 6 and future leasing processes. In this context, The Crown Estate intends to undertake further preliminary market engagement in accordance with the Procurement Act 2023, through two upcoming webinars and a questionnaire, to gather input on the design of Leasing Round 6 and future leasing rounds.
