Norfolk County Council on its own behalf and on behalf of the Pension Funds listed below wish to let a Multi-Provider Framework Agreement for the provision of specialist support for pension legal services primarily in the support of The Local Government Pension Scheme (LGPS). - City of Edinburgh Council (as Administering Authority for Lothian Pension Fund) - LGPS Central Ltd Wolverhampton - Local Pensions Partnership Investments Ltd (LPPI) - City of Wolverhampton Council (as Administering Authority of the West Midlands Pension Fund) - Northern Ireland Local Government Officers' Superannuation Committee (NILGOSC) - Staffordshire County Council (as Administering Authority for Staffordshire Pension Fund) This framework may also be used by: - Any LGPS administering authorities as defined in the Local Government Pension Scheme Regulations 2013 (SI 2013/2356) (as amended) including the Firefighters' Pension Scheme and Police Pension Schemes and any of their participating employing authorities, or in relation to the LGPS in Scotland, any administering authority and any of their scheme employers as defined in the Local Government Pension Scheme (Scotland) Regulations 2018 (SSI 2018/141) (as amended), - NILGOSC in Northern Ireland and employing authorities as defined in the Local Government Pension Scheme Regulations (Northern Ireland) 2014 (SRNI 2014/188) (as amended), - The Board of the Pension Protection Fund. - Any other administering authority or scheme manager of a public-sector pension scheme or any public-sector body that requires pensions related services, and - Any LGPS Fund(s) or groups of funds, or any bodies, organisations or companies established by them for the purpose of operating on a collective basis. Shortbreaks and Outreach Framework

Southampton City Council

Southampton City Council intends to establish a multi provider Short Breaks, Outreach and Support Framework to improve access to high quality services for children and young people with disabilities aged up to 18 years. The proposed Framework will include two Lots: Lot 1 - Care Support and Community Outreach This Lot covers personalised care and support delivered in the home or community. Services will help children and young people with disabilities to develop independence, access their community, and maintain their wellbeing, while supporting family stability. The service will include personalised care and community based support, including personal care, delegated health tasks, communication and independence building programmes, behaviour support, community access and, where required, overnight respite. Providers must be able to offer planned, responsive and crisis support across a range of hours. Lot 2 - Specialist Playschemes and Targeted Short Breaks This Lot provides specialist holiday playschemes and targeted short break opportunities for children with substantial or complex needs. These are for children who cannot safely access mainstream provision due to high levels of personal care, complex health needs, autism or behaviour that challenges. Services delivered under this Lot should offer group and community-based activities that support children's social development, independence, wellbeing and enjoyment, while providing families with essential respite. The purpose of the Framework is to deliver consistent, timely, high quality and value for money support, while strengthening family resilience and improving outcomes for children and young people with disabilities. By approving providers onto a single Framework, the Council can quickly match a child's assessed needs with an appropriate supplier, reducing delays and enabling responsive, high quality support across the local area.

Liverpool City Council commissions an Integrated Advocacy Service to provide a comprehensive portfolio of statutory and non-statutory advocacy provision, including Independent Health Complaints Advocacy (IHCA). The service is required to support the Council in meeting its statutory obligations under the Care Act 2014, Mental Capacity Act 2005, and Mental Health Act 1983, ensuring eligible individuals receive independent advocacy as mandated. In addition to statutory functions, the service will deliver flexible, non-statutory, issue-based advocacy to address unmet need, ensuring that individuals who do not meet formal eligibility criteria can still access proportionate, independent, and person-centred support. The service will enable individuals to express their views, wishes, and preferences, safeguard their rights, and actively participate in decision-making processes that affect their lives. Particular focus will be given to individuals who experience substantial difficulty in understanding, retaining, or communicating information, and who lack an appropriate person to support their involvement. The provider will ensure advocacy interventions are independent, tailored, and outcome-focused, promoting inclusion, equity of access, and improved wellbeing.
