BACKGROUND OF THE PROJECT The Government of Vanuatu (GoV), through the Ministry of Lands and Natural Resources (MLNR), is implementing the Vanuatu Affordable and Resilient Settlements Project (VARS) with support from the International Development Association of the World Bank Group. The Project seeks to improve access to and resilience of infrastructure and services in selected new and existing settlements and to strengthen land planning and management for resilient human settlement. A key area of support under VARS is the strengthening and modernization of the Land Management Information System (LMIS) and associated digital land administration platforms used by MLNR. These systems support land title registration, survey lodgment and approval, document tracking, land billing, cadastral mapping, valuation, planning, archive management, and public-facing land information services. MLNR currently operates several critical platforms, including survey and the Digital Cadastral Database (DCDB), the Title Information System (TIS), the Document Tracking System (DTS), the Land Billing System (LBS), GIS/web mapping tools, public land search services, and document repositories. The systems are hosted across Microsoft SQL Server databases, Linux virtual servers, web application servers, and associated network and storage environments. These systems collectively contain legally significant land ownership records, parcel boundary information, scanned title documents, and sensitive personal and transactional data. The Government intends to apply part of the proceeds to recruit an Infrastructure Specialist for “ADIN/Jobs, Social Cohesion and Community Resilience in Northern Mozambique – Phase I/CON – May/26 – Infrastructure Specialist”, through a competitive selection process. The Infrastructure Specialist will be responsible for providing specialized technical support to the Project Implementation Unit (PIU) in the planning, technical coordination, review, and implementation support of infrastructure projects, in order to ensure the quality, functionality, and sustainability of infrastructure developed under the Programme. In this regard, the Infrastructure Specialist shall support the PIU in technical analysis, planning, and supervision of works execution, ensuring that all activities are implemented in accordance with applicable technical standards, contractual specifications, and the requirements of the World Bank and the Government of Mozambique.
