Estimado licitante, La Oficina Internacional del Trabajo (OIT) busca una persona para realizar un trabajo como Colaborador Externo. A continuación se presenta un resumen del trabajo a realizar: El objetivo de esta consultoría es el diseño e implementación de servicios de formación en competencias laborales para mejorar las oportunidades de trabajo decente de personas cuidadoras de adultos mayores en el Perú. Para ello, el colaborador externo seleccionado deberá establecer las condiciones necesarias para ofrecer la formación por competencias laborales en la ocupación “Cuidador/a de Personas Adultas Mayores”. Como parte del trabajo a realizar se deberá: (1) Diseñar los instrumentos didácticopedagógicos y operativos para la entrega del programa (diseño curricular, desarrollo modular, guías didácticas, plan de capacitación, rúbricas, etc.), de acuerdo con el perfil/estándar ocupacional respectivo; y, (2) Validar técnica y metodológicamente el paquete formativo, incorporando ajustes y control de versiones. Todo ello en el entendido de que el trabajo de cuidados requiere habilidades técnicas y blandas específicas y que la formación y certificación de competencias laborales se posicionan como herramientas clave para reconocer estas capacidades, mejorar la calidad de los servicios de cuidado y elevar las oportunidades laborales de quienes los realizan. Dear Bidder, The International Labour Office (ILO) seeks an individual consultant to serve as an External Collaborator. Under the PROSPECTS Partnership Programme, the ILO is recruiting an international consultant to support the diagnostic assessment and policy development process for the Social and Solidarity Economy (SSE) in Iraq. The consultant will work with the Government of Iraq through the National SSE Committee (Diwani Order No. 61 of 2025) to develop an inclusive, evidence-based national SSE policy aligned with the ILO Resolution on decent work and SSE. The assignment will be implemented in close coordination with relevant government institutions, social partners, and stakeholders, under ILO supervision. The assignment consists of two phases. Phase one includes a comprehensive diagnostic study of SSE in Iraq, covering literature and policy review, stakeholder mapping, assessment of SSE forms and sectors, employment contributions, challenges, and opportunities for inclusive job creation—particularly for women, youth, refugees, IDPs, and host communities. A diagnostic report will be produced and validated through a workshop. Phase two focuses on translating findings into practical policy options. The consultant will develop a policy and intervention matrix outlining challenges, proposed actions, impacts, feasibility, stakeholder roles, and timelines. This phase includes national consultations and validation of the final matrix. This assignment aims to support Iraq in developing a coherent SSE policy framework promoting inclusive growth, decent work, and social cohesion.
