Establishing and Strengthening State–Community Led Management Systems

UNDP

United Nations Development Programme Nigeria seeks to engage the services of a qualified and experienced firm to Establishing and Strengthening State–Community Led Management Systems for Community Infrastructure. Expected outcome: Improved sustainability and community-led management of shared community infrastructure through functional and inclusive Community Management Committees (CMCs) in Northeast Nigeria. Expected output: Functional and inclusive Community Management Committees (CMCs) established and strengthened across target communities with improved capacity, governance systems, and coordination mechanisms to support the effective operation, maintenance, and sustainability of community infrastructure. Communities in Northeast Nigeria continue to face the long-term effects of insurgency, displacement, damaged infrastructure, and weak institutions. Although the Regional Stabilization Facility (RSF) has improved security, restored essential infrastructure and services, strengthened local governance through Community Stabilization Committees (CSCs), and developed a government-adopted Standard Operating Procedure (SOP) for infrastructure maintenance, these achievements remain vulnerable due to weak sustainability mechanisms. Key challenges include poor coordination between communities and government institutions, unclear management responsibilities, inadequate maintenance systems, limited technical and financial capacity, and insufficient participation of women and youth in infrastructure governance. These gaps threaten the long-term functionality of rehabilitated community assets and could undermine stabilization gains. Data Governance Specialist

UNDP

Description of the Assignment: Public procurement in the Philippines accounts for about 13-20 percent of the national GDP (World Bank, 2023), underscoring the critical importance of managing these public funds effectively to deliver genuine improvements in the lives of Filipinos. However, inefficiencies and corruption— estimated by the Organisation for Economic Co-operation and Development (OECD) to result in the loss of up to 20 percent of procurement budgets—continue to undermine its potential impact (OECD, 2016). The ratification of the New Government Procurement Act (NGPA) seeks to modernize the system and strengthen transparency, accountability, and efficiency in public spending. The Procurement Service of the Department of Budget and Management (PS-DBM), through Philippine Government Electronic Procurement System (PhilGEPS), and collaborations with civil society and international partners, has advanced open data initiatives and citizen engagement in procurement processes. Along with this vision, persistent challenges in data quality, governance, and stakeholder participation remain, emphasizing the need for sustained reforms to achieve a more transparent and effective procurement ecosystem. Building on this context, strengthening data governance has become a critical priority for improving procurement oversight and enabling data-driven decision-making. Despite ongoing efforts to digitize procurement processes, PS-DBM continues to face challenges related to data standardization, data quality, interoperability, and clarity of data ownership. These issues hinder the government’s ability to monitor procurement performance, detect irregularities, and generate actionable insights that support transparency and accountability. The NGPA’s reforms further highlight the need for a solid data governance environment—one that ensures procurement data is accurate, complete, secure, and responsibly managed. Establishing clear policies, standards, roles, and accountability mec

Provision of Consultancy Services for Design and Development of an Incubation

UNDP

In Jordan, the plastic sector plays a vital role in the national economy. However, it also contributes significantly to plastic pollution due to inadequate waste management practices. While existing regulations in Jordan address downstream aspects of plastic pollution—such as collection and recycling—there are currently no comprehensive upstream measures aimed at transitioning from a single-use plastics (SUP) economy toward more sustainable alternatives in the food and beverage (F&B) sector. To address systemic plastic pollution, the Global Environment Facility (GEF), through its eighth replenishment cycle (GEF-8), launched a new generation of Integrated Programmes (IPs). These programmes are designed to support large-scale, cross-sectoral interventions that address the root causes of environmental degradation rather than isolated symptoms. They also promote collaboration among governments, the private sector, and civil society to drive transformative change. One of the flagship initiatives under this framework is the Circular Solutions to Plastic Pollution Integrated Programme (CSPP IP), globally branded as “Plastic Reboot.” The programme aims to transform the global plastics value chain from a linear “take–make–waste” model into a circular system centered on prevention, redesign, reuse, and responsible recycling. Its objectives include reducing plastic leakage into the environment, lowering greenhouse gas emissions associated with plastic production and disposal, and promoting sustainable consumption and production patterns. Plastic Reboot is jointly led by the United Nations Environment Programme (UNEP) and World Wide Fund for Nature (WWF-US), in partnership with the United Nations Industrial Development Organization (UNIDO) and the United Nations Development Programme (UNDP). The programme mobilizes technical expertise, policy guidance, and financing to support countries in adopting scalable circular solutions. WWF plays a key role in knowledge generation, priva
