The analysis will identify systemic barriers and their root causes and use the MSD framework to surface concrete opportunities for gender-responsive and gender-transformative action. Beyond analysis, the consultant will review the project's current intervention portfolio and partnerships and provide practical recommendations for gender-responsive alignment. This includes integrating gender into project strategies, partner selection, and monitoring systems, with specific indicators that allow the team to track and report on gender outcomes over time. Throughout the assignment, the consultant will work closely with the T4J team, building their capacity to apply a gender lens as an ongoing part of intervention design and adaptive management, not as a one-off exercise. Rwanda’s rapid growth in online services across health, finance, education, and public administration presents a strong opportunity to position the country as a leader in secure digital innovation. By equipping youth with practical, industry-aligned skills in cybersecurity and data protection, Rwanda is well-placed to strengthen digital trust, enable business growth, and safeguard its expanding digital ecosystem. The United Nations Support Mission in Libya intends to establish and operate a concession coffee shop within its office premises in the UNSMIL Office located at Residence Mediterranean, Avenue de la Bourse, Aux Berges Du Lac 2, 1053 Tunis, Tunisia, to provide refreshments and light meals to approximately seventy-six (76) personnel and authorized visitors during working hours. The coffee shop should provide quality food and beverage services in compliance with applicable hygiene, health, safety, and environmental standards. The objective of this requirement is to engage a qualified contractor to establish, manage, and operate a coffee shop service at the UNSMIL office in Tunis (address mentioned above), ensuring timely, hygienic, safe, and professional catering services for staff members. The Contractor shall provide all labor, supervision, equipment, consumables, supplies, licenses, permits, and management necessary for the operation of the coffee shop. Façade repairs and cleaning works on the East, West, and North elevations of the General Assembly Building

The Work includes, but is not limited to: a) Replacement and repair of approximately thirty-six (36) stone panels (approx. 250 SF) b) Cleaning of approximately 8,000 SF of façade surfaces The contract duration for the provision of the services shall cover execution of the Work plus a one (1) year defect period. The anticipated schedule is as follows: a) Start: October 2026 b) Completion: December 2026 a) The scope of repairs shall address identified deficiencies including spalling, cracking, deterioration, and water-related damage to façade panels. b) Work shall include sealing and epoxy injection of cracks, removal and replacement of deteriorated or unsafe stone panels with materials matching the existing in size, thickness, and appearance, and professional cleaning of façade surfaces to remove staining and discoloration. c) Approximately thirty-six (36) stone panels are anticipated for replacement across multiple elevations based on inspection findings. d) The Contractor shall also perform all associated ancillary work, including protection of adjacent building elements, coordination with ongoing UN operations, waste removal, site safety measures, quality control procedures, and final demobilization. e) The Contractor shall ensure that all required emergency egress routes, exits, and access pathways remain fully unobstructed, functional, and protected at all times during the execution of the Work.
