Growth of the U.S. Domestic Space industry has resulted in a greater demand for use of real property at U.S. Space Force (USSF) Space Launch Delta 30 (SLD 30), Vandenberg Space Force Base (VSFB) by private and commercial entities to conduct spaceport support, payload processing, hardware manufacturing, testing, logistics, and other space-related activities. Ensuring that United States operators can efficiently process space systems, conduct missions in space, launch, and reenter United States airspace is critical to economic growth, national security, and accomplishing Federal space objectives. 1.2. SLD 30 requests white paper responses from United States Commercial Providers as defined by 51 U.S.C. 50101(7) engaged in space transportation, spaceport support, spacecraft manufacturing, payload processing, assembly, test, space logistics, or other space-related operations on the buildout of the Mission Development Zone (MDZ). Respondents will offer insights, perspectives, and approaches to obtain real property-use agreements to finance, design, construct, operate, and maintain spaceport infrastructure. Industry insights from whitepaper submissions may be utilized to drive future RFI / RFP announcements issued by SLD 30. Specifically, the MDZ infrastructure is intended to provide critical support services to the Department of War (DoW), commercial spaceflight, and other spaceport users at an undeveloped area located in the southern region of VSFB’s North Base area. Development and utilization of the MDZ will be in support of maximizing spaceport capability and assured access to space to achieve national security objectives. 1.3. Description of Premises is at Exhibit B. Please note that the MDZ is not a space launch complex (launch pad), but rather a flexible development zone dedicated to supporting the broader spaceport ecosystem. Notice of Intent to Sole Source – Advanced Contract Initiative (ACI) Regional Debris Management Services: Region 1 – Northwestern Division (NWD) DESCRIPTION Intent to Sole Source: The U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), intends to execute a bilateral contract modification to extend the ordering period and increase the contract capacity under Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) W912EK22D0008 with Ashbritt, Inc. (565 E. HILLSBORO BLVD, DEERFIELD BEACH, FL 33441). This action is being conducted under statutory authority Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B): Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Summary of Proposed Modification Ordering Period Extension: The existing contract currently expires on November 9, 2026. This action extends the ordering period to maintain continuous response capability pending award of the competitive follow-on contracts. Capacity Increase: Adds sufficient emergency contract capacity to ensure uninterrupted operational capability for unforeseen, newly declared disaster events. Requirement: Rapid-response debris management services under FEMA Mission Assignments (ESF #3. Contractors must be capable of deploying, mobilizing labor/equipment, and commencing debris reduction and disposal across disrupted operational areas within 24 hours of notification. Services shall be performed in accordance with the attached Performance Work Statement (PWS). Note: The Government is actively conducting a full and open competitive acquisition for the successor ACI Debris Management contracts, with contract awards anticipated in 2027. This acquisition is for the procurement of Enterprise Construction Management Support Multiple Award Contract (ECMS MAC) in support of the Naval Facilities Engineering Systems Command (NAVFAC) Enterprise. Enterprise is defined to include all the regional Echelon IV Facilities Engineering Commands (FECs) and Officer-In-Charge of Construction (OICC) offices, under the Echelon III Component Commands of NAVFAC Atlantic (LANT) and NAVFAC Pacific (PAC). The primary objective is to provide professional and technical services to ensure that construction, restoration, and modernization projects are completed on schedule, within budget, and to the highest standards of quality and safety. This new procurement will be in support of project delivery including major programs such as the Shipyard Infrastructure Optimization Program (SIOP), Golden Dome for America, and the Pacific Deterrence Initiative. NAVFAC Pacific intends to issue one solicitation that will result in multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Each contract will be for a base plus four (4) option periods and one (1) six-month extension of services or not-to-exceed (NTE) value of $500,000,000 for all contracts, whichever comes first. The outcomes for this acquisition are consistent with the FAR 37.001 definition of service contracts; and shall not be considered a personal service as defined in FAR 37.201-2. The requirement is performance based. The metrics used to measure the outcomes will be performance-based criteria to evaluate the contractors performance.

Princeton Plasma Physics Laboratory is looking to acquires PPPL personnel perform much of the routine required inspections; however, during peak workload periods and for large repairs, the Subcontractor may be called upon on to perform these tasks. This SOW provides the requirements for subcontracted periodic inspections. I t also addresses the assignment to a Subcontractor of the requirement to perform remedial (corrective) maintenance, which may be determined necessary based upon the periodic inspections, in order to make a piece of equipment operable in accordance with governing codes and standards, and the performance of routine maintenance as recommended by the various equipment manufacturers. Unless specified and agreed to otherwise in writing, PPPL requires that the work be performed in accordance with the manufacturer specifications and procedures. After any maintenance is performed, a complete thorough check of equipment function shall be performed including all safety features and interlocks as described by the manufacturer. Additionally, the Subcontractor may be called upon for advice for crane upgrades and performance enhancements. Several large cranes (Items 3, 13, 33, 34 on Attachment A) are retrofitted with Catron/Electromotive radio remote controls and Variable Frequency Drives. Familiarity with and qualification in maintenance and adjustments of these cranes and control systems is mandatory. Subcontractor's membership in the Crane Manufacturers Association of America (CMAA) is regarded as highly desirable, and a measure of the Subcontractor's professionalism and technical qualification for performing tasks such as assigned under the Statement of Work.PPPL does not guarantee any minimum level of work and reserves the right to use other sources to perform the inspection and maintenance tasks when PPPL determines this to be appropriate A mandatory preproposal zoom meeting has been scheduled for 1:30 PM on 8 Oct 2026.
