In-Orbit Manufacturing (IOM) Maturation Research & Development Projects

Department for Science, Innovation & Technology

**This planned procurement follows earlier market engagement undertaken by UK Space Agency (UKSA) through the Request for Information (RFI) published under Find a Tender Notice 2026/S 000-035409. Overall responses to the RFI demonstrated market interest and a range of potential approaches, while also identifying areas where further technical, commercial, cost and delivery evidence is required before UKSA could consider progressing to a full demonstration mission. UKSA has therefore decided to adopt a staged approach, commissioning multiple R&D projects across RPOD and IOM to explore differing approaches, reduce uncertainty and strengthen the evidence base for future investment decisions. This is one of two concurrent procurements being progressed following consideration of the outputs from that RFI exercise, the other being for Mission Feasibility Studies – Spacecraft Life Extension Service Demonstration. Please see respective notices on Find a Tender.** Procurement Description: The UK Space Agency (UKSA) intends, subject to final approvals, to launch a competitive procurement that will support research and development (R&D) projects to mature In-Orbit Manufacturing (IOM) payload concepts for high-value Earth applications, generating evidence to support consideration of potential future in-orbit demonstration activities. The work is intended to mature the technical, delivery considerations, risks, indicative cost and commercial evidential base required to inform the UKSA’s ISAM In-Orbit Demonstration Programme, and the development of a Green Book-compliant business case. The requirement concerns applied research directed at developing technical knowledge for the particular objective of informing decisions on potential future UK IOM demonstration activities, rather than commercial industrialisation. The competition is intended to support payload maturation and R&D activity only. Appointment under this competition does not commit UKSA to proceed with, fund or procure

CivTech 12.1 - How can digital technologies assist people living with substance use issues (and their families/friends) to easily connect with trusted help and substance use support when services are unavailable?

University of Strathclyde

Scotland has the highest drug and alcohol related death rates in the UK and Europe. People with substance use issues (PWSUI) often need help outside normal 'office' hours or from a distance from offices, and support is not uniformly available throughout Scotland. The support landscape in Scotland is fragmented, hard to navigate, and varies by locality. When support isn’t readily available (or isn’t trusted), people and their families and friends often default to emergency services or remain unsupported. As a result, those who use substances often experience avoidable crisis escalation, or remain in extremely difficult situations, and support services miss opportunities for early, harm-reducing interventions. The Preventing Harm, Promoting Recovery: Scotland’s Alcohol & Drugs Strategic Plan 2026 – 2035 specifically addresses the crucial need to tackle early intervention and widen an individual’s ‘circle of support’. This ‘circle of support’ is at the heart of this Challenge, and a successful solution would enable people to access the right support sooner, regardless of locality. It should harness the power of existing trusted services, family and community to reduce avoidable demand on emergency and NHS services – and if possible, create a ‘feedback loop’ of learning, intelligence and insight so that the overall issue can be tackled in a continually improving manner.

CivTech 12 - Challenge 12.4 - How can technology improve both the efficiency and the patient experience in NHS transport, starting with renal services?

NHS Greater Glasgow and Clyde

With over 273,000 people in Scotland living with Stage 3-5 Chronic Kidney Disease (CKD), including 2,000 receiving dialysis treatment, and demand expected to increase fivefold over the next decade, improvements to dialysis transport across NHS Scotland are urgently needed. Dialysis journeys account for more than 40% of all non-emergency patient transport activity, costing 9.1 million GBP annually. Yet current arrangements can be inconsistent, creating avoidable pressures for patients, providers and NHS services. NHS Scotland is seeking innovative, patient-centred and sustainable solutions that improve reliability, efficiency and patient outcomes, while reducing administrative burden and delivering better value for money.

Civtech 12 - Challenge 12.2 - How can technology enable fast-growing digital public service providers to dynamically scale their service management capabilities as demand, complexity and customer expectations increase?

Scottish Government

The Scottish Government’s Directorate for Digital is seeking an innovative service management solution to support a growing portfolio of digital services, including ScotAccount, ScotPayments, mygov.scot, Cloud Platform Services, and more. As demand, complexity and user expectations increase, we require scalable, technology-enabled approaches that can grow as our services grow, while delivering value for money. A successful solution will help ensure resilient, secure and efficient service operations, reducing risks to service quality, productivity, revenue and public trust, while supporting the future development of Scotland’s digital public services.
