This procurement is for the provision of an audit contractor to perform technical site audits as part of the Non-Domestic Renewable Heat Incentives programme and the Green Gas Support Scheme on behalf of Ofgem. The Minister for the Cabinet Office acting through Crown Commercial Service

CCS set up a Dynamic Purchasing System (DPS) for an initial period of 48 months with the extension option of 24 months. A further extension has been agreed and will be utilised and the end date of this DPS will now be 27/10/2028. The contract value of the RM6219 Learning and Training Services DPS has been uplifted by 50% (from £300m to £450m). The Hampshire Public Health Strategy 2023-2026 aims to reduce the number of residents harmed by drugs and alcohol by providing high quality prevention, treatment and recovery services. In Hampshire, there are an estimated 2,100 people who use opiates and/or crack, and around 9,000 people who are alcohol‑dependent and not currently in treatment. In addition, over 5,000 people are engaged in drug and alcohol treatment and continue to experience significant vulnerability. People with drug and alcohol needs, whether they are accessing support or not, are among our most vulnerable residents. Substance use can have a profound impact on health, families and local communities. Individuals are often marginalised and stigmatised by communities, services and employers, and this stigma creates additional barriers to seeking help, sustaining recovery, improving quality of life and participating fully in community life. A priority for the Hampshire Strategic Drug and Alcohol Partnership (HSDAP), led by Hampshire County Council Public Health, is to reduce stigma and strengthen local systems so people can seek help early, recover, and participate fully in community life. Engagement and co-production with people with lived experience of drug and/or alcohol dependency is central to this programme of work. In 2025 Hampshire County Council undertook a literature review to identify evidence-based interventions to address drug and alcohol related stigma. This review indicated there is significant potential to reduce stigma through facilitating contact and connections with people with lived experience. There is also growing evidence on the effectiveness of peer support programmes in the community to enable longer term recovery. Hampshire County Council have an established Recovery Ambassador programme to develop recovery communities in Havant, Gosport and Fareham districts. Inspections will be undertaken in accordance with applicable fire service fleet maintenance standards and industry best practice. Services will include detailed vehicle examinations, post-maintenance audits, defect reporting, performance monitoring and the provision of management information to support fleet oversight and continuous improvement. Provision of a service for the recovery, removal and storage of light and heavy vehicles, motorcycles, and abandoned vehicles (excluding those for which the local council is responsible). This shall include, but is not limited to, broken-down, stolen, or collision-damaged vehicles of all classes, as well as motorcycles that are in breach of traffic regulations or causing obstructions on highways and motorways. The scope of work also includes the removal of burnt-out vehicles, vehicles used in criminal activity, vehicles recovered under the Police Reform Act 2002, and unlicensed or untaxed vehicles within the geographical boundary of Staffordshire, unless expressly stated otherwise. This includes the motorway network within the Staffordshire Police Force area, namely: • M6 (Junction 10a to Junction 16) • M54 (Junction 10a to the West Mercia border) • M6 Toll Road (throughout the Staffordshire Police area) The Contractor may also be required to recover vehicles from additional locations as directed, including Authority premises or areas outside Staffordshire Police jurisdiction. In addition to statutory recovery and removal duties, the Contractor may, upon request, be required to recover vehicles owned by the Authority and by Staffordshire Fire and Rescue Service.
