Following widespread engagement with ICBs, national and regional teams, and external stakeholders, in November 2025 the NHS Strategic Commissioning Framework was published and in February 2026 the NHSE Executive approved the establishment of a two-year funded programme of development support to strengthen commissioning capability in line with the Framework. The purpose of this procurement is to secure a supplier who can deliver 'Commissioning in Practice - Applied Action Learning' This will be a structured action learning programme and on the ground support with circa 100 participants from every ICB with local system partners as well as places for commissioners employed currently by NHSE taking teams on a journey towards commissioning differently for population health. There will also be opportunities for all members of the ICB and wider system to take part in peer learning and at scale masterclasses, scale webinars and e-learning. These will cover the whole commissioning cycle and enablers as outlined in the NHS Strategic Commissioning Framework including understanding and quantifying need (qualitative and quantitative), developing strategy, setting outcomes, market assessment and development, capitated payment models, contract management and evaluation. Due to the nature of the different skills that will be required to deliver this programme NHS England are encouraging consortium bids.
Replacement CCTV System
ROYAL AGRICULTURAL UNIVERSITY
The Royal Agricultural University (RAU) is seeking to replace and modernise its existing CCTV infrastructure with a scalable, enterprise-grade video management system to enhance the safety, security and operational resilience of the University estate. The University estate includes academic buildings, student accommodation, public areas, access routes, vehicle routes, car parks, open campus environment and a working farm. The CCTV system forms a critical component of the University's security infrastructure and supports the work of the Security and Welfare team in monitoring incidents, assisting investigations and maintaining a safe campus environment. The preferred solution is Avigilon Unity Enterprise video management platform by Motorola. The appointed Supplier will be responsible for the design, supply, installation, configuration, commissioning and ongoing support of the new CCTV system across the University estate. The contract is expected to last 5 years. There will be two site visit opportunities offered as group sessions (meaning that there will be competing suppliers in attendance in each group). Bidders are requested to limit the attendees to a maximum of 3 personnel. Accompanied campus tour will include the opportunity to take photographs, take measurements and ask questions. THE PROVISION OF BIOMEDICAL SCIENCE ACADEMIC PROGRAMME FOR THE MILITARY BIOMEDICAL SCIENTIST TRAINING PATHWAY

The Authority has a requirement for the provision of military Biomedical Scientists (BMS) Health and Care Professions Council (HCPC) registration training pathway. The proposed framework agreement shall be for a period covering 5 intakes completing the full degree programme starting autumn 2026 in conjunction with top modules and clinical placements. The successful Service Provider shall provide an Institute of Biomedical Science (IBMS) accredited BSc (Hons) in Biomedical Science/Healthcare Science programme and top-up modules. Clinical modules are to include Clinical Haematology, Clinical Biochemistry, Blood Transfusion and Clinical Microbiology. The Service Provider shall provide an academic programme for up to 6 new full-time student entrants per annum plus top-up modules, for additional partially qualified students, as assessed by the IBMS.

The Authority wishes to award a contract for an assessment of Green Belts in York and North Yorkshire ("the Contract"). North Yorkshire Council (NYC), City of York Council (CYC) and the York and North Yorkshire Combined Authority (YNYCA) are working jointly on an assessment of Green Belts within their respective areas. The assessment will provide evidence to support decision taking on planning applications and, if necessary, be used alongside further work to inform the preparation of Local Plans being produced by each council. Torbay & South Devon NHS Foundation Trust (TSDFT) requires a mobile X-ray service to support alternative pathways of care that reduce demand on the emergency department (ED), reduces ambulance conveyance and subsequent admission for patients who fall (in their usual place of residence) and are at risk of fracture in line or, require X-ray to support out-of-hospital teams to keep people at home, where clinically safe to do so. The Service aims to support Torbay’s role in delivering neighbourhood health by enabling rapid community diagnostics as part of integrated neighbourhood pathways and the wider One Devon Falls and Frailty improvement approach. The Service will provide mobile x-ray acquisition and reporting, supporting radiographer deployment to suitable patients in the community, collaborating with relevant Trust and system services. This includes working with Torbay’s neighbourhood health arrangements (including integrated neighbourhood teams and the Harbour model where applicable) so that community diagnostics are consistently “wired into” falls and frailty pathways and contribute to admission avoidance, safe discharge and recovery at home.
