SH76 Brougham Street Corridor

This contract is for the delivery of the SH76 Brougham Street Corridor Improvements Project, an urban corridor upgrade within the Roads of Regional Significance (RoRS) programme. The works include pavement and surfacing improvements, intersection upgrades, enhanced crossings, intelligent transport systems, streetscape works and associated utility coordination, including watermain works delivered on behalf of Christchurch City Council. Given the live urban environment and multiple third-party interfaces, the contract requires a strong focus on staging, traffic management, stakeholder coordination, and minimising disruption to road users, businesses, and the community. The contract has been classified under NZTA’s Prequalification System as Surfacing – Level A (2A) and Construction – Level A (4A). Tenderers must hold the required NZTA prequalification levels to be eligible to tender. In addition, watermain works must be undertaken by a contractor approved under CCC’s Three Waters Physical Works Panel, and the Orion 66kV utility crossing works must be completed by an Orion prequalified 66kV contractor. Toitū Te Whenua Land Information New Zealand (LINZ) is seeking to procure hydrographic survey services that support safe navigation, national resilience, and coastal mapping outcomes. Suppliers must be able to plan, acquire, process, and deliver hydrographic and bathymetric data in accordance with LINZ Hydrographic Survey Specifications (HYSPEC), at a minimum meeting LINZ 1 standards. Services will primarily focus on safety‑of‑navigation surveys and infill that complements the 3D Coastal Mapping (3DCM) programme. Respondents are expected to demonstrate proven technical capability, sufficient capacity, and the ability to operate across New Zealand, including remote locations, while working collaboratively with LINZ under a Master Services Agreement and Statements of Work. While it is envisaged that most of the requirements will be met by sonar technology LINZ will consider other technologies that can meet the specifications. Recent engineering inspection identified damaged, missing, or failed timber fender strips, broken upper and lower longitudinal beams, broken diagonal braces, missing timber packers, damaged or missing steel restraint brackets, and a broken wharf pile at Bent 43 requiring either pile replacement or an alternative approved strengthening solution. The purpose of the works is to reinstate the wharf fendering system so that berthing impact loads are transferred through sound structural elements, to complete the minimum ancillary repairs required to support that outcome, and to address immediate structural risk at Bent 43.
