The London Borough of Hillingdon is seeking an experienced provider to deliver SEND Disagreement Resolution and Mediation Services. This service provides independent disagreement resolution and mediation services to young people, parents and carers of young people with Special Educational Needs and Disabilities (SEND) in accordance with the Children and Families Act 2014, the SEND Regulations 2014 and the SEND Code of Practice 2015 (and any related legislative changes, statutory guidance or recognised as best practice introduced during the Contract Period). The contract will be let for 8 years with an annual review built into contract management. The estimated contract value over the eight-year term is £556,800. This may be increased or decreased if the Council's requirement changes. Any future change would be subject to formal variation in accordance with contract terms. The tender will be run under Competitive Flexible Procedure and participants will be required to meet the criteria of Stage 1 before being invited to Stage 2
Mums Matter- Specialist Community Perinatal Mental Health Service

The Mums Matter programme is a well evidenced, co produced intervention designed with mums for mums, directly addressing a significant service gap for women experiencing mild to moderate perinatal mental health difficulties. With national data showing that up to 20% of women experience perinatal mental health problems and fewer than half receive adequate support, the need for accessible, community-based provision is clear. Mums Matter offers a structured six week programme incorporating CBT informed approaches, mindfulness, peer support, and self guided learning, supported by practical enablers such as onsite childcare and family supporter sessions. This comprehensive model ensures accessibility, engagement, and sustained recovery beyond the intervention period. The programme delivers strong, measurable outcomes, with approximately 79% of participants no longer meeting clinical thresholds for depression and 72% for anxiety, alongside improved wellbeing, and social connection. These results demonstrate clear impact, support early intervention priorities, and reduce demand on higher intensity services. Participant feedback consistently highlights increased confidence, reduced anxiety, and the value of shared experience, evidencing high satisfaction and meaningful change. The model aligns closely with NHS priorities around early intervention, prevention, and community based care, offering a proven, accessible, and cost effective solution. Taken together, these factors make Mums Matter the most suitable provider for delivering this service. Representations by providers must be made to decision makers by 24/07/2026 to cwp.contracts@nhs.net. This contract has not yet formally been awarded; this notice serves as an Prior Information Notice following the most suitable provider process under PSR.

Bracknell Forest Council will be creating a new framework for domiciliary care for adults and older people in the Bracknell Forest geographical area, to replace the existing framework which will cease in 2027. Currently the new Framework will be for new placements only - all existing care packages will remain with their existing care providers unless removed for other reasons. However, if a provider on the current Home Care Framework is successful in joining the new Framework, their care packages will be novated to the new Framework terms and conditions. Interested parties should note though that this is under consideration and the disposition of existing packages in respect of the new framework may be subject to change prior to tender publication and may form part of pre-market engagement and consultation, should the Council choose to conduct preliminary market engagement.

Background and Strategic Context CFRS has a statutory duty to provide effective arrangements for receiving calls for assistance and mobilising resources to fires, road traffic collisions, rescues, flooding, and other emergencies. The current Command and Control environment is increasingly constrained, less resilient, and not technically fit for future needs. The Service is therefore preparing to procure and implement a replacement Fire Control Command and Control solution. The replacement programme supports delivery of the Community Risk Management Plan, Fire Control Functional Delivery Plan, Service Delivery Strategy, and wider assurance, performance, and resilience requirements. Independent Living Services (ILS) (disabled facilities service / DFS) are a division of the Council responsible for the provision of adaptations in domestic properties. Assistance is made available to individuals regardless of tenure. Assistance may be made available where the applicant is able to prove to the Council that they meet the prevailing criteria, the funds may be used towards the purchase and installation of specialist equipment; the provision of adaptations and works that prevent slips, trips and falls in and around the home. The work will primarily involve the adaptation and modification of domestic properties as a result of the approval of mandatory Disabled Facilities Assistance or any Discretionary Assistance awarded to the individual. To support this, ILS operate an "Agency Service" that provides a professional, technical and administrative service to the applicants (service users). Put simply, the Council provides a service whereby the service users can appoint the Council to administer the application for assistance on their behalf. The Agency works closely with health professionals such as the Community Occupational Therapy Service to ensure that the service users' identified needs are fully met. The Contractor shall provide and meet the expenses of all materials and labour whatsoever for the due and proper execution of the Works described (or referred to in the Contract Documents). Dwellings will vary in age and condition, and access to and within the site will vary from property to property. Therefore, the Contractor must make due allowance for these considerations. The Council is seeking to appoint a up to four (4) Contractors to this framework agreement, and the total estimated annual value is £3m plus VAT. The framework will enable call offs (Mini competitions or direct awards, where permitted) across the following lots: Lot 1: Temporary Accommodation (TA) - Short-term, reactive placements, to include placements out of hours, (incl. nightly paid) for individuals/families pursuant to duties under Part 7 of the Housing Act 1996 (as Amended). Lot 2: Off the Streets Accommodation - Emergency beds and rapid access units (including respite provision) for same day placements for rough sleepers, people at immediate risk of rough sleeping and those not eligible for statutory support. Lot 4: Floating Support - support that is not linked to any specific property; will support individuals to sustain tenancies and prevent homelessness. BACKGROUND TO THE PROJECT The four remaining graphite moderated Advanced Gas Cooled Reactor (AGR) power stations represent a technology unique to the UK. Together they account for the large majority of the electricity generated by nuclear power within the UK. The AGRs commenced operation between 1978 and 1988 and are now experiencing ageing and obsolescence issues. The licensee, EDF Energy Nuclear Generation Limited (EDF), wishes to operate the reactors for as long as they are safe and economic to run. As well as dealing with the physical ageing, there is a need for continuity of knowledge and experience that is faced both by ONR and the licensee. The use of graphite as a moderator and carbon dioxide as a coolant has led to two significant technical issues that potentially challenge the essential safety functions of the core. These issues are graphite dimensional change and graphite oxidation. The former leads to cracking of the graphite moderator bricks, which could ultimately challenge the maintenance of adequate core geometry, and the latter leads to graphite weight loss. Both these phenomena lead to diverse and complex challenges including the implications of graphite brick cracking on safety functions and core moderation. Limits on these phenomena are defined and set in safety cases produced by the licensee and assessed by ONR. There is a limited pool of expertise in these graphite ageing mechanisms and given the uniqueness of the problem to the UK AGRs, EDF dominate research activities on this subject. For ONR to sustain an informed and independent view on these matters, ONR has for the last 20 years maintained a pool of experts independent to EDF, who's views can be consulted on significant technical matters regarding graphite ageing phenomena. o Over the course of the existing contracts the work performed has included the provision of specific advice, generally by the carrying out of specific analysis, according to a programme of work agreed with ONR inspect
