The external advisors also provide quality control and assurance checks for fitness to practise. The Legal and Corporate Governance department may also have a requirement for additional support where required due to time pressures or where expert advice is needed that cannot be provided by the internal legal team. This will include advice on information governance and governance/compliance matters as well as our statutory functions under the Regulation of Care (Sc) Act 2001. Social Impact Framework - Reopening 1

East of England NHS collaborative Procurement Hub

The East of England NHS Collaborative Procurement Hub has established a multi-lot Social Impact Framework to support the commissioning of services that address health inequalities and the wider determinants of health. This notice relates to the first reopening of the open framework under the Procurement Act 2023. The reopening allows new suppliers to apply to join the framework and existing suppliers to apply for additional Lots where relevant. The framework provides a compliant and structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and communities, with a focus on addressing locally identified needs. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support relating to mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services.

NHS England London region is preparing to commission an independent evaluation of the ACT NOW programme, following the successful launch of the pilot in 2024. The evaluation will be undertaken by an external organisation and will focus on understanding the programme’s impact in clinical practice. To ensure a robust and comprehensive assessment, the evaluation will draw on a mixed methods approach, including: Online surveys – to capture broad participant feedback and quantitative insights Focus groups – to explore shared experiences, themes, and perceptions in a facilitated group setting In-depth interviews – to gather detailed, qualitative perspectives from key stakeholders Local pilot site highlight reports and feedback including blogs – to gather themes and insight from correlating the feedback Data collected by pilot sites (18 sites) for time to analgesia – to analyse pre and post implementation of ACT NOW. This evaluation will help determine the effectiveness of ACT NOW, identify areas for refinement, and inform clinical practice recommendations and future commissioning decisions. Cormac will be acting as Principal Contractor for the major refurbishment works planned to start in early Autumn 2026. The works will see the viaduct stripped of paint, ironwork repaired and the structure repainted. Cormac are also the designers and will be working with the successful tenderer to finalise the scaffold design, the structural design, and the AIP approval process to ensure this is in place prior to construction works commencing. It expected that the successful tenderer will promote a collaborative approach to agreeing extent of repairs, method of repairs and issues relating to the impact of the works on the local community and trail users. The current pipeline of projects in feasibility and development totals 40MWp, with a portfolio including interesting and varied schemes covering solar, hydroelectricity, energy storage, and more. Many of these groups have been supported over the last two years by the Community Energy Fund, managed by the North West Net Zero Hub on behalf of DESNZ, which funded feasibility studies and supported viable projects on their journey from ideation to delivery. In February this year. DESNZ published their local power plan, highlighting their commitment to delivery 8GW of new local power projects by 2030, and Great British Energy have launched their new community fund - inviting expressions of interest from the community and looking to support rapid deployment via a range of developing finance options. At this critical juncture, ECW, in coordination with the North West Net Zero Hub, is seeking to appoint an organisation to work with the community energy sector across Cheshire and Warrington - supporting the growth and successful delivery of those projects in receipt of Community Energy Fund grant, enabling new groups to progress from ideation to delivery, and driving a more collaborative and integrated sector with increased peer-to-peer learning and knowledge transfer. This commission will support local groups during this key transitional moment, helping groups to access the funding required to progress, and supporting them to navigate any barriers encountered as projects enter the planning and construction phases.
