The potential purchase will consist of the procurement of the Test and Check Out (TACO) Telemetry Receiver System, as identified in the paragraph below: The TACO cart will be a transportable platform-either a cart or wagon-equipped with wheels to allow for smooth, stable movement to and from the flight line, whether pulled or carried. It will be rugged and weatherproof designed with several entry points for convenient access. Inside, a shock-mounted rack system will provide secure mounting for internal components. The system will have a cooling capability to prevent overheating while in use outdoors in hot summer climates in locations such as deserts throughout the southwestern United States. The TACO cart should be no larger than approximately 92.5" wide x 90" high and approximately 176" long including a 48" minimum hitch. Written responses to this RFQ shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. These aircraft must also be equipped with ADS-B In/Out, WAAS-enabled GPS, and auto-pilot. • Vendor must conduct all aircraft maintenance “in-house” with a team of qualified mechanics. • Vendor must provide 100% availability for all scheduled missions and is required to have sufficient spare aircraft of similar class, type, and model available to ensure uninterrupted operations. • Vendor must accommodate all aircraft scheduling requests of the customer on 24-hour prior notice or 48 hours for cross-country flights. • Vendor must employ multiple certified flight instructors to support training requirements. The Contractor will ensure safe, accurate, and timely handling, quality control, and accountability of all Defense Wide Working Capital Fund (DWWCF)-owned petroleum products under their control. The Contractor will perform required maintenance to ensure facilities, associated systems, vehicles, and equipment remain operational to meet the base mission. The Contractor will comply with environmental protection, safety, and security directives. The Contractor will conduct required training to ensure personnel are fully qualified to perform Performance Work Statement (PWS) tasks. Tasks identified in the PWS are performed by either the Contractor or Government as specified in Section C-3.0 Performance Requirements. The Contractor shall conduct all necessary fuels operations to support base operations, airshows and special events, deployments, exercises, and contingencies under normal conditions, as well as, during periods of heightened security, inclement weather, or other unique situations. Operations must be safely and efficiently conducted to receive, store, transfer, issue, and account for products with appropriate controls to ensure fuel quality, maintain inventory accuracy, and ensure no environmental impact. The Naval Air Systems Command (NAVAIR) intends to issue a contract action to the Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, on an other than full and open basis for the procurement of Universal Aerial Refueling Receptacle Slipway Installation (UARRSI) Seal Dam & Clam Shell retrofit kits for P-8A Poseidon aircraft. Contract action award is planned to occur in 3rd Quarter FY27. The planned period of performance is 60 months. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing P-8A consists of a basic Boeing commercial 737-800 ERX air vehicle modified to meet Navy requirements, and numerous systems and subsystems for avionics, communications, mission, and weapon capabilities. Boeing is the sole designer, developer, and manufacturer of the P-8A airframe, as well as the sole integrator of the P-8A’s systems and subsystems for avionics, communications, mission, and weapon capabilities, and therefore is the only responsible source with the requisite knowledge, experience, and technical data to develop and implement P-8A retrofit kits. As the P-8A Original Equipment Manufacturer (OEM), Boeing is the only source that has the knowledge and access to the technical data necessary to develop each kit. Without concluding, that an alternate source could fulfill the requirements, the timeline to compete and qualify that alternate source is expected to significantly delay ongoing P-8A system design and development efforts. Therefore, pursuing alternate sources to fulfill the contemplated requirements would result in an unacceptable delay in fulfilling those requirements for U.S. Navy Fleet and international country end users.
