Preliminary market engagement was carried out by Fusion21 following the publication of a Preliminary Market Engagement Notice 2026/S 000-007288 (OCID: ocds-h6vhtk-061021). This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023. The framework is divided into the following lots: Lot 1 - Responsive Repairs & Maintenance Lot 2 - Void Property Improvements Lot 3 - Void Property Security, clearance and Pest Control Lot 4 - Disrepair Works Lot 5 - Contact Centre Services The framework aims to provide compliant, flexible and value for money route for contracting authorities to procure responsive repairs, void property works and associated services. Rossendale Resettler Support and Signposting Service (LRSSS)

Rossendale Borough Council is seeking tenders from suitably experienced and qualified providers to deliver the Rossendale Resettler Support and Signposting Service (LRSSS). The Service will provide free, accessible, in‑person support and signposting to refugees, asylum seekers, evacuees and other individuals who have arrived in Rossendale through forced migration routes. The Service will support service users with a wide range of issues including, but not limited to, economic inclusion, digital inclusion, housing, healthcare, education, language support, access to mental health services, and administrative support. The Service must include a regular, weekly, in‑person drop‑in offer totalling a minimum of six hours per week, delivered during core hours (9am-5pm, Monday to Friday, excluding public holidays). Provision must operate from at least two suitable venues located within the Rossendale borough, including the Bacup/Stacksteads area and the Haslingden area. Venues must be accessible, welcoming and capable of supporting confidential one‑to‑one consultations. The provider will be required to deliver casework, accept referrals from Lancashire Refugee Integration Team and other agencies, manage self‑referrals, and provide ongoing support to service users. The Service must include access to a monthly legal drop‑in delivered by an Immigration Advice Authority (IAA) accredited immigration adviser. The provider will work in partnership with Rossendale Borough Council and the Lancashire Refugee Integration Team and must utilise the Lancashire Asylum Seeker and Resettlement Case Management System to record support provided and monitor outcomes, in line with data protection and information‑sharing requirements. The initial contract period will be 12 months, with an option to extend for up to a further 12 months at the Council's discretion, subject to satisfactory performance and funding availability. The maximum contract end date will be 31 March 2028.

26018 Bikeability Cycle Training Contract

Bikeability Child Cycle Training has been delivered in Cambridgeshire since 2007. The county is among the top 20 highest performing local authorities with around 6,000 pupils receiving the training per annum, representing approximately 80% of the eligible audience. Bikeability cycle training equips service users to choose cycling to travel more actively, more safely and more often, thus upholding the Council's following priorities: - Enable full, healthy lives for all (promoting active and independent living) - Ensure fairness and opportunity (through the best start for children and young people, and physical access to jobs) - Support a green and sustainable county The Bikeability Cycle Training Contract is being developed specifically to deliver the existing Bikeability grant award (2026 - 2029) and fulfil The Authority's grant recipient obligations, including the designated course level allocations. The Programme objective for training providers in 2026/2027 is: - Increase participation in, and achieve rider outcomes of, Level 2 Bikeability by the end of primary school (Year 6) to improve road safety, promoting responsible cycling behaviour, and benefitting health and wellbeing. UKRI is delivering £59m of the overall programme through the UKRI Materials Innovation Programme (hereafter referred to as UKRI MIP), with DSIT directly delivering the remaining £7m. The Programme aims to tackle fragmentation across disciplines and sectors, accelerating the domestic translation of critical material innovations into applications which are vital for the future of Advanced Manufacturing, while also underscoring Energy, Digital Technologies, Defence and Life Sciences Industries. Pioneering a national approach to the sector, the programme will establish networks to bring together stakeholders, streamline infrastructure access, and unlock maximal value from existing investments. The programme will tackle materials-specific commercialisation challenges through new initiatives such as targeted programmes of interventions, digital tools, and verification services. Additional activities will address market gaps in strategic materials, strengthening the UK’s sovereign capabilities to mitigate security risks and capitalise on economic opportunities. Without this focus, key innovations risk stalling before reaching the application areas that underpin the UK’s national priorities, drive technological progress, and grow the economy. The programme is expected to deliver benefits across UK priorities with Advanced Materials highlighted in the Industrial Strategy1 as one of six frontier industries and materials underpinning other technological advances such as metamaterials for 6G communication or enhanced data centre efficiency.

Associated ancillary Works Further ancillary works may be asked of the successful Supplier such as. • Surface reinstatement • Site clearance including vegetation removal The Framework will comprise of three area Lots (Work Orders valued up to £750k exc VAT). A Project Lot will be used to deliver individual NEC ECC projects covering all the geographical areas detailed below (valued between £750,001 and £5m exc VAT Area Lots; • RRSF N1 – Causeway Coast & Glens, Mid & East Antrim and Antrim & Newtownabbey; • RRSF E&S1 – Belfast, Lisburn & Castlereagh, Armagh, Banbridge & Craigavon, Newry, Mourne & Down and Ards & North Down; • RRSF W1 – Mid Ulster, Derry & Strabane and Fermanagh & Omagh. This Framework will deliver works from Call-Off contracts with an overall cumulative value of £22m (ex VAT) over the four-year term. If the Contracting Authority is unable, for any reason, to award a new framework or to put in place an alternative regime to replace this Framework on its termination or expiry, any Call-Off Contract established under the Framework may be extended for a further period or periods up to a maximum of 12 additional months. This may increase the overall cumulative value to £27.5m (ex VAT).

Provision of Digital Autopsy Services

Birmingham City Council wishes to establish a framework agreement for the provision of Digital Autopsy Services. Digital Autopsy Service - A Digital Autopsy is a non-invasive post-mortem, referred to as a CTPM short for Computed Tomography Post-Mortem. A CTPM is a scan of the deceased, conducted by a radiographer using a CT scanner. Following which, the resultant scans are analysed by a GMC registered radiologist to produce an interpretation in the form of a digital autopsy report. The digital autopsy report contains or suggests the cause of death for consideration by a pathologist at Birmingham Central mortuary. Section 1 of the Coroners and Justice Act 2009 places a duty on the coroner to investigate certain deaths. Section 14 of the Coroners Act 2009 allows the coroner to order a suitable post-mortem examination to enable the coroner to decide if Section 1 applies. CTPM’s are an innovative technology that should in the future prevent invasive post-mortems, which many families and some religions would like to see avoided. This procurement relates to a call-off under a Framework Agreement, which does not guarantee or commit any level of expenditure. The framework agreement will commence on 01 October 2026 and will be in place for a period of 2 + 1 years subject to performance and budget availability.
