These include a range of subjects such as prospects of success at appeals/judicial review, equality implications, rehabilitation of offenders legislation, and general administrative and regulatory legal topics. The external advisors also provide quality control and assurance checks for fitness to practise. The Legal and Corporate Governance department may also have a requirement for additional support where required due to time pressures or where expert advice is needed that cannot be provided by the internal legal team. This will include advice on information governance and governance/compliance matters as well as our statutory functions under the Regulation of Care (Sc) Act 2001. A minimum of 2 ranked suppliers will reduce the risk of any conflict of interest around individual cases.

Social Impact Framework - Reopening 1
East of England NHS collaborative Procurement Hub
The East of England NHS Collaborative Procurement Hub has established a multi-lot Social Impact Framework to support the commissioning of services that address health inequalities and the wider determinants of health. This notice relates to the first reopening of the open framework under the Procurement Act 2023. The reopening allows new suppliers to apply to join the framework and existing suppliers to apply for additional Lots where relevant. The framework provides a compliant and structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and communities, with a focus on addressing locally identified needs. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support relating to mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services.

NHS England London region is preparing to commission an independent evaluation of the ACT NOW programme, following the successful launch of the pilot in 2024. The evaluation will be undertaken by an external organisation and will focus on understanding the programme’s impact in clinical practice. To ensure a robust and comprehensive assessment, the evaluation will draw on a mixed methods approach, including: Online surveys – to capture broad participant feedback and quantitative insights Focus groups – to explore shared experiences, themes, and perceptions in a facilitated group setting In-depth interviews – to gather detailed, qualitative perspectives from key stakeholders Local pilot site highlight reports and feedback including blogs – to gather themes and insight from correlating the feedback Data collected by pilot sites (18 sites) for time to analgesia – to analyse pre and post implementation of ACT NOW. This evaluation will help determine the effectiveness of ACT NOW, identify areas for refinement, and inform clinical practice recommendations and future commissioning decisions. Corserv Solutions Ltd -Cormac Division wish to appoint a suitably experienced and qualified contractor to undertake major refubishment works at Little Petherick Viaduct Camel Trail nr Padstow under an NEC3 Contract. Cormac will be acting as Principal Contractor for the major refurbishment works planned to start in early Autumn 2026. The works will see the viaduct stripped of paint, ironwork repaired and the structure repainted. Cormac are also the designers and will be working with the successful tenderer to finalise the scaffold design, the structural design, and the AIP approval process to ensure this is in place prior to construction works commencing. It expected that the successful tenderer will promote a collaborative approach to agreeing extent of repairs, method of repairs and issues relating to the impact of the works on the local community and trail users. Many of these groups have been supported over the last two years by the Community Energy Fund, managed by the North West Net Zero Hub on behalf of DESNZ, which funded feasibility studies and supported viable projects on their journey from ideation to delivery. In February this year. DESNZ published their local power plan, highlighting their commitment to delivery 8GW of new local power projects by 2030, and Great British Energy have launched their new community fund - inviting expressions of interest from the community and looking to support rapid deployment via a range of developing finance options. At this critical juncture, ECW, in coordination with the North West Net Zero Hub, is seeking to appoint an organisation to work with the community energy sector across Cheshire and Warrington - supporting the growth and successful delivery of those projects in receipt of Community Energy Fund grant, enabling new groups to progress from ideation to delivery, and driving a more collaborative and integrated sector with increased peer-to-peer learning and knowledge transfer. Rossendale Borough Council is seeking tenders from suitably experienced and qualified providers to deliver the Rossendale Resettler Support and Signposting Service (LRSSS). The Service will provide free, accessible, in‑person support and signposting to refugees, asylum seekers, evacuees and other individuals who have arrived in Rossendale through forced migration routes. The Service will support service users with a wide range of issues including, but not limited to, economic inclusion, digital inclusion, housing, healthcare, education, language support, access to mental health services, and administrative support. The Service must include a regular, weekly, in‑person drop‑in offer totalling a minimum of six hours per week, delivered during core hours (9am-5pm, Monday to Friday, excluding public holidays). Provision must operate from at least two suitable venues located within the Rossendale borough, including the Bacup/Stacksteads area and the Haslingden area. Venues must be accessible, welcoming and capable of supporting confidential one‑to‑one consultations. The provider will be required to deliver casework, accept referrals from Lancashire Refugee Integration Team and other agencies, manage self‑referrals, and provide ongoing support to service users. The Service must include access to a monthly legal drop‑in delivered by an Immigration Advice Authority (IAA) accredited immigration adviser. The provider will work in partnership with Rossendale Borough Council and the Lancashire Refugee Integration Team and must utilise the Lancashire Asylum Seeker and Resettlement Case Management System to record support provided and monitor outcomes, in line with data protection and information‑sharing requirements. The initial contract period will be 12 months, with an option to extend for up to a further 12 months at the Council's discretion, subject to satisfactory performance and funding availability. The maximum contract end date will be 31 March 2028.

Bikeability Child Cycle Training has been delivered in Cambridgeshire since 2007. The county is among the top 20 highest performing local authorities with around 6,000 pupils receiving the training per annum, representing approximately 80% of the eligible audience. Bikeability cycle training equips service users to choose cycling to travel more actively, more safely and more often, thus upholding the Council's following priorities: - Enable full, healthy lives for all (promoting active and independent living) - Ensure fairness and opportunity (through the best start for children and young people, and physical access to jobs) - Support a green and sustainable county The Bikeability Cycle Training Contract is being developed specifically to deliver the existing Bikeability grant award (2026 - 2029) and fulfil The Authority's grant recipient obligations, including the designated course level allocations. The Programme objective for training providers in 2026/2027 is: - Increase participation in, and achieve rider outcomes of, Level 2 Bikeability by the end of primary school (Year 6) to improve road safety, promoting responsible cycling behaviour, and benefitting health and wellbeing. For the spending review period (FY 26/27 to FY 29/30) £66 million has been allocated to the DSIT-led National Materials Innovation programme (hereafter referred to as NMIP or the Programme). UKRI is delivering £59m of the overall programme through the UKRI Materials Innovation Programme (hereafter referred to as UKRI MIP), with DSIT directly delivering the remaining £7m. The Programme aims to tackle fragmentation across disciplines and sectors, accelerating the domestic translation of critical material innovations into applications which are vital for the future of Advanced Manufacturing, while also underscoring Energy, Digital Technologies, Defence and Life Sciences Industries. Pioneering a national approach to the sector, the programme will establish networks to bring together stakeholders, streamline infrastructure access, and unlock maximal value from existing investments. The programme will tackle materials-specific commercialisation challenges through new initiatives such as targeted programmes of interventions, digital tools, and verification services. Additional activities will address market gaps in strategic materials, strengthening the UK’s sovereign capabilities to mitigate security risks and capitalise on economic opportunities. Without this focus, key innovations risk stalling before reaching the application areas that underpin the UK’s national priorities, drive technological progress, and grow the economy. The programme is expected to deliver benefits across UK priorities with Advanced Materials highlighted in the Industrial Strategy1 as one of six frontier industries and materials underpinning other technological advances such as metamaterials for 6G communication or enhanced data centre efficiency.
