PROJECT NUMBER: OK FW TSM 10(1) PROJECT NAME: NFH Entrance Road and Parking Improvements PROJECT DESCRIPTION: The Tishomingo National Fish Hatchery (NFH) is in south-central Oklahoma off SH 7 on a 220-acre U.S. Fish and Wildlife Service (FWS) facility approximately 8 miles northwest of the Town of Tishomingo. The project will address deteriorated pavement for the entrance loop, adding a small parking area at the northeast corner of the entrance loop, and pavement of the entrance road and parking area south of HWY 7. The 3R project will provide new driving surface, entrance gates, culverts, Architectural Barriers Act (ABA) compliant parking spot, and ABA compliant curb ramp. SCOPE OF THE WORK: The project will consist of full depth reclamation of the existing roads asphalt to a depth of 6-in, paving 3-in of asphalt, super elevation correction, and culvert replacement. New parking areas will be constructed with new aggregate base and asphalt pavement. A concrete ABA compliant curb ramp and ABA compliant parking spot. Concrete aprons will be placed around existing structures to match existing. Two new gates at the entrances to the NFH will also be installed. Entrance roads and parking areas will be closed during construction. The purpose of this amendment (004) is to extend the deadline for quote packages. General Information This solicitation is for Area of Interest (AOI) Complexity of Systems and Operations under the Broad Agency Announcement BAA-693KA8-26-RCSO - Research And Commercial Solutions Opening (RCSO). Interested parties should review the Federal Aviation Administration’s (FAA) RCSO special posting BAA-693KA8-26-RCSO on SAM.gov in its entirety to obtain the necessary information on the process and evaluation of the RCSO AOI submission. This RCSO AOI seeks to solicit innovative research/solutions that meet the objectives detailed in Sections 5.1 – 5.6. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date. The FAA is not obligated to extend a request for proposal or make an award as a result of this RCSO AOI; all awards are subject to the availability of funds and successful negotiations. This RCSO AOI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a response. Prior to commencement of any activities associated with performance under this RCSO AOI, the Government will execute a written Other Transaction Agreement (OTA) award signed by the Agreements Officer (AO) with appropriate consideration established. The Naval Undersea Warfare Center, Division, Keyport (NUWCDIVKPT) is issuing a sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to perform this requirement. NUWCDIVKPT Fleet Readiness and Unmanned and Theater Undersea Warfare Systems Departments are responsible for providing Engineering, Maintenance, Alteration Installations, and Technical Support for various systems installed on board United States (U.S.) Navy vessels. The NUWC Systems Engineering Division is responsible for: developing alteration installation packages supporting upgrades; fielding systems through the alteration installation process; preparing, planning, and providing conformance documentation to support the installation of various alterations; conducting pre- and post- installation testing; publishing alteration installation results and completion reports; and, maintaining a Naval Sea Systems Command (NAVSEA) approved Alteration Installation Team (AIT) Quality Assurance Program and Process. This is not a request for proposal and a contract will not be awarded from this questionnaire. This notice is for planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. This requirement is for engineering, technical, programmatic, and software development support services for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) in support of Submarine Command, Control, Communications, Computers, and Intelligence (C4I) and Hull, Mechanical, and Electrical (HM and E) systems.
