SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of NSN: 4820-01-554-6411UC, PN: 320522-17, Valve Assembly, Directional Pilot and Pressure Switch (DPV). ITEM DESCRIPTION The component of interest is a Valve Assembly, Directional Pilot and Pressure Switch (DPV), NSN 4820-01-554-6411UC, P/N 320522-17, for the C-5, whose primary function is to change an electrical signal into a pneumatic air signal to control the direction of the central drive unit. IMPEDIMENT TO COMPETITION: Honeywell International Inc. (CAGE 59364) currently owns the drawings and data rights for this item. Honeywell International Inc. has identified to the Government that they have licensed the drawings and data rights to Ontic Engineering and Manufacturing (CAGE U1VG2). The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Ontic Engineering and Manufacturing (CAGE U1VG2) is the only known source with adequate knowledge of the Directional Pilot and Pressure Switch (DPV) for the C-5 Thrust Reverser performance requirements and have possession of the required technical data and capabilities needed to produce this item as well as ensure compatibility of the equipment and to maintain the engine warranties and guarantees with General Electric. A: ADA and ABA require level and slip-resistant landings that are free of obstructions. Compacted gravel meets this requirement. Provide accessible ramps per the scope of work. Revision 0001: This revision attaches the Real Property Inventory for contractor reference. The inventory will be officially attached to the solicitation via an amendment at the same time as the amendment for the Q&A. The contractor shall perform the BASOPS work in accordance with the Performance Work Statement (PWS), herein identified as Annex A Overarching PWS.Requirements: The Government will issue a Firm Fixed Price (FFP), non-personal services contract as defined under the North American Industry Classification System (NAICS) 561210- Facilities Support Services to provide Base Operations Maintenance and Support Services (BASOPS), which include six (6) functional areas covered under this PWS: Grounds Maintenance, Pavement Clearance (Snow, Ice, and Sand Removal), Facility Maintenance, Facility Maintenance - Horizontal, Heating and Cooling Services, and Army Cemetery.
