National Grid requires the provision of comprehensive Asbestos Consultancy, Management, Analytical, Mitigation, Containment and Removal Services across its portfolio of operational and non-operational sites across England and Wales. The services are required across two separate National Grid business units: • National Grid Electricity Transmission (NGET) • National Grid Electricity Distribution (NGED) Suppliers should note that NGET and NGED operate as separate business units and may have differing operational requirements, governance arrangements, systems, processes, standards and reporting requirements. The anticipated term of the framework will be a 4-year initial term with 4 year extension options upon mutual agreement. The services shall support National Grid in fulfilling its duties under the Control of Asbestos Regulations 2012 (CAR 2012), including the duty to manage asbestos, and ensure compliance with all relevant legislation, Approved Codes of Practice and Health and Safety Executive (HSE) guidance. The appointed supplier(s) shall deliver services on both a planned and reactive basis, supporting routine maintenance, refurbishment, demolition, emergency response activities and wider capital projects. All works shall be carried out in full compliance with the Control of Asbestos Regulations 2012 (CAR 2012). Suppliers shall maintain all necessary licences, accreditations, insurances, permits and environmental registrations required to deliver the services. They shall ensure that all personnel are suitably trained, qualified and competent and that services are delivered in a safe, proactive and risk-based manner. The Asbestos Consultancy Services shall include, but not be limited to: • Undertaking management Surveys, refurbishment and demolition surveys, re-inspections, asbestos risk assessments and site-specific management plans. • The Consultant shall provide sampling, testing and laboratory analysis through UKAS-accredited facilities, undertake air monitor

In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to consider approaches that could fulfill our General Supplies requirements. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement. UK2 - Static and Dynamic Non-Residential Intervention Service - Primrose

Launched in 2011, the Offender Personality Disorder Pathway (OPD) is a jointly funded partnership between HMPPS and the NHS in England and Wales. It is a long-term change programme that commissions treatment and support services nationally for individuals with some of the most complex mental health needs linked to their offending. Whilst a diagnosis is not required to access services, these needs are characterised as a ‘personality disorder’. Services for people within scope are delivered across prisons, Adult Secure Mental Health Services, and community settings. The OPD is not a single service, but a connected system of interventions, activities, training, and staff support. The OPD Pathway plans to commission a clinical provider for a non-residential OPD intervention service for women in HMP YOI Low Newton. Operating in partnership with HMPPS, the service will provide one of the progressive steps along the pathway for women who present the highest/ most immediate risk of serious harm to others and have the most complex needs who screen into the OPD Pathway. The service is currently commissioned through a service level agreement (SLA) that was established prior to the formal development of the OPD programme. The service in question, currently delivered by an NHS Trust and known as the Primrose Service, will engage with up to 12 women on a static basis at any one time, and a smaller number on a dynamic basis (likely to be around 5 maximum). This is not a residential provision however the women are accommodated together on a specific wing at the prison to provide a psychologically safe milieu during their time in the OPD service. The static provision involves a day treatment model delivered at a specific location in the establishment. The dynamic spaces are in place for outreach work delivered to women on other locations in the prison who either need stabilisation, preparation for access to the static service, or post-intervention work.
