This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 70Z03826RL0000006 is issued as a Request for Proposal (RFP) using the procedures of FAR part 12 in conjunction with FAR part 15. This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 MIL. This is a Total Small Business Set Aside requirement. The United States Coast Guard (USCG) intends to solicit and award one (1) Indefinite Delivery Requirements Contract consisting of a one-year base period and four (4) one-year option periods with a firm fixed pricing structure. Anticipated award date is Nov 1, 2026; however, this is an estimate and not an exact date. All responsible sources are encouraged to submit a proposal which will be considered by the agency. Only one award will be made from this solicitation. All proposals must contain pricing for the one (1) one-year base period and the four (4) one-year option periods. Any proposal that does not contain pricing for all contract periods and for all line items may be considered non-compliant and may be eliminated from further consideration. Bingo Fuel State Alert for F-5 Aircraft

NAVAL AIR WARFARE CENTER AIR DIV

The Naval Air Systems Command (NAVAIR), PMA-226 Adversary and Specialized Aircraft, Integrated Product Team (IPT), is considering procurement of a system or instrument which allows aircrew to configure custom total fuel level alerts (also known as “Bingo” or “Joker” fuel bugs) for use on single-seat F-5N and dual-seat F-5F aircraft. The fuel level is monitored through capacitance signals sent from two fuel probes and displayed with dual pointers (left and right) in increments of 100lbs, ranging from 0 to 2,500 lbs. If carried, external fuel tanks are pumped to internal tanks and represented through the right pointer. This Bingo Fuel State Alert would allow for mission specific fuel level alerts to be entered during preflight and activated during flight. Currently the F-5 fuel system only has a low fuel light that activates when fuel level reaches 350-410lbs of fuel remaining which is an unsafe condition.

The offerors for Segment II are ECC Atlantic Construction and Walsh Federal.** The F35 Sustainment Center is a 255,461 SF depot level hangar to support (20) F-35 aircraft. In addition to the hangar maintenance bays, the project will also include 4 paint booths, administrative space, aircraft part modification and tool shops, and a secure area built to ICD705 standards. The main facility is a precast structural concrete panel with a pile supported foundation, slab on grade, and cross laminated timber roof deck. The structure is a single story with a two-story administrative space. The site development scope includes utility improvements to support entire Hancock Village, taxiway with a bridge and aircraft parking apron. The 105,755 SF Composite Repair Facility is a new consolidated depot-level facility for advanced composites and rotor blade repair. The project consists of two major sections, a composite repair and manufacturing shop that will include a disassembly area, parts kitting area, production control/clean parts area, assembly area to include climate controlled dirty room, bonding room, clean room, depot and fleet classrooms and engineering/laboratory space. Also included is an aircraft rotor blade repair shop that includes a disassembly and staging area, dirty room, sanding pit, and bonding room. Shared spaces that include painting, parts wash, freezer, hygiene facility, bathrooms, and breakrooms to minimize construction costs and improve sustainability.

The F/A-18E/F and EA-18G Program Office (PMA-265) is seeking capable sources to provide the necessary skilled labor, logistics, material, and tooling required to execute a dual-coast, three-site, simultaneous, entirely mobile facility capable of stripping, applying corrosion treatment, and reapplying Radar Absorbing Material (RAM) / Low-Observable (LO) coatings on SUU-79 Aircraft Pylons and SUU-80 Aircraft Pylons. For the purposes of this notice, a mobile facility shall be defined as an enclosed structure capable of complete set-up and tear-down in seven (7) business days. The Contractor shall provide evidence of experience performing mobile-based coating and corrosion treatment on military installations, specifically on active airfields, for consideration. This is a Sources Sought notice for market research purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future.
