OTA is seeking detail-oriented administrative and program support staff to serve as Program Officers for its Washington, DC-based technical assistance program. OTA carries out its technical assistance projects in developing and transitional countries through both resident and intermittent advisors in over 50 countries. The Program Officer is a headquarters staff position that supports OTA’s broad range of international technical assistance projects. SCOPE OF POSITION Program Officers provide administrative support and logistical assistance for multiple overseas projects in one of the five functional areas. The Program Officer assists in the deployment of expert advisors who implement the overseas projects. Defense Logistics Agency (DLA) Energy is issuing a Request for Proposal (RFP) for fuels operations and management to include bulk storage services, retail service station support, alongside aircraft services, and entire fuels management services at two Government-Owned, Contractor-Operated (GOCO) facilities, Malmstrom Air Force Base (AFB), MT and FE Warren AFB, WY. The Contractor will ensure safe, accurate, and timely handling, quality control, and accountability of all Defense-Wide Working Capital Fund (DWCF)-owned petroleum products under their control. The Contractor will perform required maintenance to ensure facilities, associated systems, vehicles, and equipment remain operational to meet the base mission. The Contractor shall provide sufficient general-purpose vehicles with appropriate capability to meet the contract requirements but not limited to escorting fuel deliveries where required, towing bowsers, transporting personnel, and performing expeditor duties as needed. The Contractor should provide sufficient special purpose vehicles with appropriate capability to meet the contract requirements for aviation and ground product services. Industry Day: Future Submarine Digital Backbone Registration Required by October 16, 2026 Director, Submarine Programs (DSP) seeks industry input regarding the future submarine digital backbone. The Director, Design & Construction (D,D&C) within Direct Reporting Portfolio Manager, Submarines (DRPM Subs) will host a one-day classified Industry Day on November 18, 2026 (9:00 AM EST) at Systems Planning and Analysis (SPA), 2001 N Beauregard St., Alexandria, VA 22311. This event will focus on using digital design in submarine acquisition. Industry input and engagement is needed to turn this plan into executable tasking. The meeting will be held at the SECRET level. Future submarines need a digital backbone that enables maximum system interconnectivity, centralized data storage, and future extensibility. Sustainment, operations, logistics, and condition-based maintenance must be enabled by the Common Computing Environment (CCE). Future submarines require state-of-the-art Data Center technology in a submarine environment, accounting for space, weight, power, and cooling constraints as well as militarization of the technology. This future state also includes connectivity of systems that have not previously been networked.
