It offers proactive, flexible, and highly responsive care with small caseloads, frequent (potentially daily) contact, and extended hours. The service operates as a hub and spoke model across Norfolk and Suffolk, with central oversight of the full cohort (approximately 200 Service Users at any one time) and the ability to step people up or down depending on need. Its core functions include intensive care coordination, risk assessment and management, relapse prevention, and consultation, all with a strong emphasis on continuity of care and multi agency collaboration. Westminster City Council (the ‘Council’) has a statutory duty to deliver repair and maintenance services to its 21,000-strong housing stock, comprising approximately 43% leasehold properties, 57% tenanted homes and 145 High Rise Buildings (HRB) across the Borough. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. This information can then be used to either give credence to or to negate the version of events given by the driver of the vehicle during a prosecution. This contract will be primarily used by the Fraud Investigation Service (FIS), a division of the Customer Compliance Group within HMRC. FIS is responsible for the investigation of fiscal (tax and duty) fraud, linked money laundering of the proceeds of crime, and any international elements of these crimes. The contract will include providing a responsive service including 2-hour attendance to some buildings to faults reported through the Southend-on-Sea City Council repairs help desk. Quoted remedial and upgrade works up to the value of £5,000.00 will be delivered via this contract. All potential contractors must be registered with a recognised competent person scheme such as NICEIC, NAPIT or equivalent. The duration of the contract is for 3 years with the option to extend for up to an additional 2 years. The contract will be let under the JCT Measured Term Contract 2024 Edition. LGR will impact the County of Essex as it currently operates a two-tier Local Government structure. It is anticipated that during the life of this contract/ framework, the LGR process will commence and/or progress potentially impacting this contract. Impacts may include, but not limited to, modifications such as a transfer of the legal entity you currently contract with, significant increases and/ or decreases in the value/ volume of services required due to the change in size / scope of the Contracting Authority and/or changes to the scope of the nature of services required.
