The future service is intended to respond to feedback from service users, carers and stakeholders, including the importance of timely assessments, prompt equipment provision, effective repairs and maintenance, clear communication, and continuity of support. The contract is expected to support closer integration with wider community, health, education and social care pathways, including services supporting children and young people, people with long-term conditions, and those with complex postural and mobility needs. The service operates as a hub and spoke model across Norfolk and Suffolk, with central oversight of the full cohort (approximately 200 Service Users at any one time) and the ability to step people up or down depending on need. Its core functions include intensive care coordination, risk assessment and management, relapse prevention, and consultation, all with a strong emphasis on continuity of care and multi agency collaboration. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. High Level Conservation Measures for the Wensum (Nutrient-Affected Features)

Within the River Wensum Special Area of Conservation (SAC) catchment, the NRF provides an opportunity to identify and prioritise durable, landscape-scale conservation measures that deliver long-term ecological improvement and help restore the integrity and resilience of internationally important habitats and species. To procure a consultant to produce a high level list of potential, in perpetuity conservation measures that would benefit features of the River Wensum Special Area of Conservation (SAC) affected by nutrient enrichment (see Annex A). The output will support Natural England, local authorities, and catchment partners in shaping future nutrient mitigation, restoration and investment programmes.
