TfW North – South Wales Coach Service (Bangor to Carmarthen)

The Welsh Government and Transport for Wales share a clear ambition to deliver a more accessible, efficient and sustainable transport network. Along the west coast of Wales, this includes improving public transport connectivity and encouraging a shift away from car dependency, in line with the National Transport Delivery Plan and Regional Transport Plans. A WelTAG Stage 3 study identified an express coach service between Bangor and Carmarthen as the most effective intervention to support these objectives. By reducing the number of stops, improving journey times, and enhancing onboard quality, the service is intended to attract longer-distance passengers including students, tourists, and local residents, while also strengthening connections with the rail network between Bangor and Carmarthen. The proposed service will deliver an improvement in connectivity in Wales and the wider UK, and provides a potential opportunity for future strategic investment. This proposal is supported through ongoing stakeholder engagement. Transport for Wales intends to introduce the service in Autumn 2026 with appointed operating partner(s). To support mobilisation ahead of launch, Transport for Wales has already secured eight Volvo B8R MCV eVoTor coaches for deployment into service. Any operator appointed would be responsible for maintenance and repair of the vehicles

The Contract scope covers: 1 Business-as-usual support and maintenance for the live Digital Services platform 2 An initial defined enhancement phase (Digital Version 2) 3 The potential for further governance-approved enhancements over the contract term. Support and Maintenance Services The Contract includes the provision of support and maintenance services for the Digital Services platform across the contract term. This includes application support for customer facing and staff facing services, incident, problem, and defect management, ongoing maintenance of platform components and integrations, routine release support, minor service requests necessary to keep the platform safe, stable and effective in operation and knowledge retention appropriate to a live business-critical environment. NI Water’s operational teams perform first-line support, identifying and triaging incoming incidents, supported by established monitoring and documented runbooks. Suppliers should understand that support and maintenance activity will need to operate within NI Water’s established service management processes and involve collaboration with NI Water teams through diagnosis, resolution and controlled release of fixes. Specific service levels and service management arrangements will be defined at ITT stage. 4.2 Enhancement Delivery The Contract includes an initial defined enhancement phase (Digital Version 2) together with the potential for further governance-approved enhancement activity over the contract term. NI Water maintains a prioritised list of potential enhancements for the Digital Services platform. Items on this list have undergone varying degrees of assessment and categorisation and some have progressed through discovery and design. As part of this procurement, a prioritised set of enhancements referred to as Digital Version 2 will be included as a defined programme of work under the Contract. United Utilities is developing its statutory Drainage and Wastewater Management Plan (DWMP28) in accordance with government guidance published in 2025. The DWMP sets out how United Utilities will plan for, and maintain, a resilient and sustainable drainage and wastewater system over a minimum 25 year planning horizon, taking account of current and future risks, pressures and uncertainties. The DWMP28 considers how the drainage and wastewater system can continue to operate effectively in the face of increasing external pressures that threaten long term resilience, including in particular: • Population and customer behaviour, increasing household wastewater demand and placing additional pressure on sewer networks and wastewater treatment capacity; • Development, including the growth of specialist developments such as data centres, which can generate additional wastewater or altered effluent characteristics from cooling processes, creating localised challenges for network and treatment capacity; • Climate change, resulting in more frequent and intense rainfall events that place increasing pressure on sewer networks, wastewater treatment works (WwTWs) and receiving environments.; Taking these pressures into account, United Utilities is progressing risk‑based assessments alongside future scenario analysis to understand emerging risks to wastewater network capacity, WwTW capacity and environmental performance across the planning period. We are now progressing the options development and appraisal stage of DWMP28 to identify interventions that could mitigate these risks and deliver best value outcomes. While United Utilities has developed an initial range of potential options internally, we understand the importance of considering a wide range of solutions and working collaboratively with external stakeholders. The Policy Profession Unit, which is part of the Department for Education but works on behalf of policy professionals across government, has responsibility for overseeing the development of the Policy Profession. This includes building the skills and capability of individual policy makers at different stages of their careers. We are seeking to partner with higher education institution(s) to develop and deliver, from September 2027, accredited programme(s) at postgraduate level that build the skills and capabilities of UK civil servants in line with the Policy Profession Standards. Lincolnshire County Council (LCC) is planning to commission and procure countywide Stop Smoking and Falls Prevention services and is undertaking a pre‑market engagement exercise to inform this process. The Council is seeking to raise awareness of this forthcoming opportunity and to better understand the market’s views on a range of key issues.
