The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-25-G-0009 to Raytheon Company on a sole source basis for: The Non-Recurring Engineering (NRE) and support required to complete design analysis, conduct the development technical reviews of the Common Open-systems Network and Network Ethernet eXpansion infrastructure, and the improvement of the Platform Data Services (PDS) and Display as a Service (DAAS) software subcomponents. This action is being awarded on a sole source basis to Raytheon in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Raytheon is the Original Equipment Manufacturer (OEM). The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the items.
