(CONSULTING SERVICES INDIVIDUAL) GIRL S EDUCATION AND WOMEN EMPOWERMENT AND LIVELIHOODS FOR HUMAN CAPITAL DEVELOPMENT PROJECT (GEWEL2.0 No. 181391) ASSIGNMENT TITLE: Call Centre Officer Introduction A Gender Based Violence (GBV) toll-free line is important for GBV prevention and response. It serves as a confidential and accessible platform for individuals to report cases of GBV, seek counselling and support, and receive information about available services and resources. The hotline aims to ensure that survivors of GBV have access to the help they need, regardless of their location or circumstances. It plays a critical role in connecting survivors to medical services, legal aid, counselling, and other forms of support. The hotline also assists in coordinating emergency response and facilitating access to shelter for those in immediate danger. In this regard the Government of Zambia is setting up a government operated GBV call center. The call center will serve both GBV prevention and programming and support the operations of Grievance Redress Mechanisms under the Girls Education and Women's Empowerment and Livelihoods (GEWEL) Project. The call center will be in the Gender Division and will be set up with support from the GEWEL Project. The Gender Division is mandated to coordinate GBV prevention and response and will therefore host the call center and refer to the appropriate service providers. This will help strengthen the role of the Division in coordinating GBV response. Further, the GBV service directories and the dashboard will enable efficient referrals of cases and enhance GBV case management. The project development objective is to promote private sector-led growth and job creation by improving the business-enabling environment, strengthening the financial system, and enhancing access to finance. The SPRING project is organized around four components (three mutually reinforcing and one supporting): (i) Component 1: Improving the enabling environment for the private sector; (ii) Component 2: Deepening financial sector reforms and strengthening institutional capacity; (iii) Component 3: Enhancing access to finance and resilience for MSMEs; and (iv) Component 4: Project Management. A wide range of activities will be implemented as part of this project to reach its development objective, such as improvements to regulatory/institutional frameworks, the rollout of the digital ID system, financial sector reforms, the creation of a risk-sharing mechanism, and the provision of business development services for micro, small and medium enterprises in select economic sectors, among others. The MoF received US$105 million from the World Bank, including US$10 million from the Somalia Multi-Partner Fund to implement the SPRING project. As part of this initiative, under Component 2, the MoF intends to apply part of the proceeds from the World Bank to finance the position of Communications Consultant for the Central Bank. L’augmentation des prix des hydrocarbures en début du mois de juin 2022, à savoir une hausse de 25% pour l’essence, 44% le Gasoil et 40% pour le pétrole (Kérozène), la hausse du transport à hauteur de 25%, la hausse de l’électricité et tant d’autres bien et service a créé un effet sur la hausse de prix de biens et services de consommation Le Gouvernement des Comores a exprimé son souhait de pouvoir apporter une assistance financière aux ménages directement affectés par cette crise. La proposition de réponse vise en particulier à protéger la population pauvre et vulnérable contre l’insécurité alimentaire induite par la flambée des prix en mobilisant entre autres les filets sociaux de sécurité.
