GENERAL PROCUREMENT NOTICE INDONESIA INDONESIAN MASS TRANSIT PROJECT GENERAL PROCUREMENT NOTICE Loan No. IBRD 9340-ID Project ID No. P169548 The Government of Indonesia has received financing in the amount of US$223 million equivalent from the World Bank toward the cost of the Indonesian Mass Transit Project (IMTP), and it intends to apply part of the proceeds to payments for goods, works, consulting services and non-consulting services to be procured under this project. The Ministry of Transport (MoT) as the Implementing Agency will implement the Indonesia Mass Transit Project (MASTRAN) with a view to addressing the critical mobility needs of Indonesian cities and improving livability. The Project will cover institutional and capacity development and assistance with the development of a national program of assistance for mass transit in Indonesian cities, and investments in road-based mass transit systems in Bandung Basin Metropolitan Area (BBMA) and Mebidang (Kota Medan, Kota Binjai, Deli Serdang Regency). The proposed MASTRAN will be the first phase of the national assistance program. It will help to finalize the program design, develop a pipeline of projects for the program, build institutional capacity and, through the implementation of select good practice mass transit systems, will have the necessary demonstrational impact for its scale up and to achieve more livable cities in Indonesia The project will include of two components: (i) Component I: Institutional Development, Capacity Building and Technical Assistance activities to support the MoT and sub-national governments to roll out IMTP. It will also include project management and technical support to the two demonstration BRT projects; and (ii) Demonstration Mass Transit Systems in Selected Urban Areas . BACKGROUND OF THE PROJECT: A long-term vision of the Government of Vanuatu (GoV) is to provide potable water, sanitation, roads, drainage, and electricity to low-income households for the largest number of citizens. Aims of the Project include developing a phased, 10-year, risk-informed Land Development, and Investment Strategy (LDIS) for the Greater Port Vila area with an estimated population of 114,000 people, almost 40 percent of the country’s population. VARS also will support the GoV to prepare a five-year action plan to implement phased settlement upgrading (SURP) of the 23 existing informal settlements in the Greater Port Vila area. To build towards these two interdependent medium-term platforms, the Project will implement on-the ground selected investments and associated institutional, and policy strengthening measures to pilot and set policy precedents for new land development and in situ settlement upgrading. This includes: (a) basic area upgrading of four informal settlements (Ohlen Mataso, Seaside, Tokyo and portion of Anamburu); (b) developing a 10 ha ‘sites-and-services’ (greenfield) lower-middle income residential area subdivision; (c) expansion or rehabilitation (as required) of off-site infrastructure
