The WCB is inviting your firm to submit a Proposal for the following: To provide research services, including surveys and focus groups, for the purpose of collecting, analyzing, and presenting data in a meaningful format for use by the WCB in developing its goals and policies, identifying key areas for improvement, and enhancing the delivery of the services to WCB-covered employers. Description of Services The WCB requires the Contractor to perform the following services: a. Annual Employer Survey I. The Contractor shall conduct a telephone survey, in English or French, on an annual basis, representative of all employers who are covered by the WCB, regardless of whether they have had a claim or not. Each October, the WCB will provide a data set of approximately twenty-eight thousand (28,000) employer names and telephone numbers, via a secure mechanism to the Contractor. A randomized stratified sample of small, medium, and large employers must be selected by the Contractor to ensure a representative sample and the Contractor will complete approximately four hundred and fifty (450) interviews, with the majority conducted over the telephone, and approximately ten percent (10%) conducted online, depending on the employer's preference (the "Annual Employer Survey"). II. A questionnaire will be provided by the WCB for the Contractor to assess the employers' attitudes, perceptions, interests and opinions regarding the scope, quality timeliness, and accessibility of available WCB services, the responsiveness and manner in which their expectations were met by the WCB staff who dealt with them, and the quality and usefulness of information provided to them. III. The Annual Employer Survey will consist of approximately twenty-eight (28) scaled ratings and closed-ended questions from which quantitative data will be collected. Pomerleau is currently conducting SDI prequalification of companies in preparation for upcoming bids to construct facilities for the Combat Support Armored Vehicles project at the Valcartier military base in the Quebec City area. SDI (Subcontractor Default Insurance) prequalification involves analyzing a subcontractor’s financial and operational health to determine its ability to fulfill a given contract. It is a tool designed to prevent losses resulting from subcontractor defaults. The project involves constructing a maintenance building for various types of military vehicles, including VBSC, MVL, ACR, and RELC vehicles. The new building, with an approximate floor area of 11,400 m², will be located in the eastern part of the administrative sector of the Valcartier base. This sector is bordered by the Normandie firing range to the north, a wooded area to the east, Chassé Street to the west, and Lauzier Street to the south. The building will be divided into several areas: The administrative support area; The vehicle support area; The first-line maintenance bays; Second-line maintenance bays. Outside, a parking area for civilian and military vehicles, a traffic lane, and a storage area for waste and hazardous materials (petroleum, oil, and lubricants) will be developed. The following work is also planned: Site grading and drainage; Extension of underground utilities (sewer, stormwater, water supply, electricity, telecommunications); Redevelopment of the VC-366 parking lot; Construction of new bypass roads. Description of Services The WCB requires the Contractor to perform the following: a. Course Catalogue: The Contractor shall: •Maintain a comprehensive catalogue of occupational safety and health eLearning courses from which SAFE Work Manitoba may select courses for delivery through the SAFE Work Manitoba Training Portal; •Provide selected courses in both English and French, where required by SAFE Work Manitoba; •Make selected courses available within three (3) weeks of receiving a request from SAFE Work Manitoba, unless otherwise agreed in writing; •Ensure that course materials clearly identify the training as educational awareness focused. b. Course Integration and Compatibility •The Contractor must provide eLearning courses in format that is compatible with the SAFE Work Manitoba Training Portal. The assignment includes detailed engineering assessments, structural analysis and calculations, preparation of architectural, civil and structural drawings, vehicle movement and emergency access layouts, technical specifications, Bills of Quantities (BoQs), cost estimates, and works-ready procurement documentation for selected safety and security infrastructure interventions. A mandatory pre-proposal conference and site visit will be conducted to enable prospective bidders to familiarize themselves with the site conditions, existing infrastructure, project requirements, and any factors that may affect the preparation of their proposals.
