North Northamptonshire Council Provision of Integrated Healthy Lifestyles Service
North Northamptonshire Council
North Northamptonshire Council is seeking to appoint a lead Service Provider to deliver a comprehensive Integrated Healthy Lifestyles Service (IHLS) in North Northamptonshire, with elements of subcontracting permitted to support residents to make sustainable changes to the key modifiable risk factors across the adult life course, enabling them to live longer in better health, whilst achieving a reduction in inequalities between communities. The service will seek to address key modifiable risk factors that contribute to preventable ill-health. The service will have a primary focus on physical activity, diet and excess weight, strength and balance for falls prevention and earlier identification of increased risk of developing long-term conditions. The service will introduce a central triage function to improve access and referrals into healthy lifestyle support, along with an expanded range of interventions to support behaviour change. The service will include a range of interventions organised into three core pillars: Pillar 1: a universal self-help pillar comprising of health promotion campaigns and digital self-help tools Pillar 2: a behaviour change pillar providing health coaching support to address the in-scope risk factors Pillar 3: a structured treatment pillar targeting reducing inequalities through provision of community falls prevention, an enhanced behaviour change support, and a targeted NHS Health Checks programme in workplaces and specific communities. This procurement process is being managed by the Council in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The contract for this project will be awarded via the Competitive Process, subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.

The London Universities Purchasing Consortium (LUPC), acting on behalf of the UK Universities Purchasing Consortia (UKUPC), is establishing a Framework Agreement for Maintenance Services. The Framework will provide Participating Institutions with access to suppliers capable of delivering a broad range of building maintenance services to support the safe, efficient and compliant operation of buildings and estates. Services may be required on a planned, reactive or project basis and include building fabric maintenance, mechanical, electrical and plumbing/public health (MEP) maintenance, planned preventative maintenance (PPM), reactive repairs, and associated maintenance activities. The Framework will also include grounds and external maintenance services and the delivery of minor works projects under the relevant Lot. The Framework is divided into two Lots: Lot 1 – Maintenance and Associated Works Lot 2 – MEP Maintenance Call-off contracts awarded under the Framework will be formed using the NEC4 Facilities Management Contract (FMC), including Service Orders for maintenance activities and, where applicable, Project Orders under Option X27 for minor works and projects.

The Authority has an enduring requirement to appoint suitably qualified and experienced auctioneers to support its Debt Management operations through the seizure, appraisal, storage and sale of customer assets as part of its statutory debt recovery activities. This procurement will be structured as a single HMRC led Open Procedure resulting in the award of separate contracts, one per Lot. It is not intended to establish a framework agreement. The scope of the services include Appraisal of assets prior to seizure; Contacting customers to facilitate debt recovery; Removal, transportation and secure storage and assets; Auction planning, marketing and sale of goods including online and physical auctions; Provision of specialist auction services where required; Remittance of sale proceeds; and Provision of management information and reporting. The services will be delivered across geographically defined regions. The contract will be let across multiple regional Lots, with Suppliers able to bid for one or more Lots. A maximum of two Lots may be awarded per Supplier. The Services are demand led and will be instructed on a Case by Case basis. The Authority does not guarantee any minimum volume or value of work. The Authority anticipates the following regional structure and indicative annual values, which are provided for information purposes only; Lot 1 North England approx. £150,00 per annum Lot 2 Midlands approx. £230,000 per annum Lot 3 Northern Ireland approx. £62,500 per annum Lot 4 South England and Wales approx. £230,000 per annum Lot 5 London approx. £202,500 per annum These figures are indicative and represent the Authority's current expectations only. The requirement is structured to enable Suppliers to tender for any of the advertised lots. Delivery and Management Partner - National Construction Framework

The Council seeks to appoint a Delivery and Management Partner (Concession Services) pursuant to the Procurement Act 2023 for an initial period of 10 years with the option, exercisable at the discretion of the Council, to extend in increments of twelve (12) months, up to a maximum of twenty four (24) months, to work in partnership with the Council (the "Contracting Authority"), to design, procure, and subsequently manage a National Construction Works Framework as defined by and compliant with the Procurement Act 2023. The Council will permit the successful Delivery Partner to make the Framework accessible to other definable recognisable classes of Contracting Authority which are eligible, and grant a concession to the Delivery Partner to design, procure, and subsequently manage the Framework in return for a concession fee (whether in the form of rebates or otherwise) to be established under this procurement process. The Delivery Partner will be required to make all necessary commitments and investments, resources, financial or otherwise, to work in partnership with the Council to establish the Framework and will not receive any consideration or payment from the Council for the whole of the services to be delivered under the awarded Contract. In consideration for the Council awarding a Concession Contract to the Delivery Partner to design, procure, and subsequently manage the Framework, a concession fee will be payable by the Concessionaire to the Council. The concession fee is in return for the Delivery Partner commercially managing and deriving a commercial income from the Framework. The Delivery Partner shall accept that the Council cannot and does not guarantee to establish the Framework and does not give any warranty, express or implied about procurement rule
