Below is a summary of the work to be performed: The ILO Setting Adequate Wages (SAW) Project seeks an external collaborator to update the estimates of the cost of the needs of workers and their families and the living wage in Costa Rica, applying the ILO methodology to microdata from the 2024 National Household Income and Expenditure Survey (ENIGH). The assignment covers three main areas of work: (i) updating estimates at the national level, ensuring comparability with previous ILO estimates for Costa Rica (2013 and 2018); (ii) incorporating a gender perspective by estimating the cost of households' care needs and deriving living wage estimates including and excluding care costs; and (iii) assessing the gap between the updated living wage and the statutory minimum wage in 2024 and simulating the effects of a gradual progression toward a minimum wage level closer to the living wage on the wage distribution by gender and the gender pay gap. The assignment will result in an Excel file with updated estimates, fully annotated STATA do-files, and a technical report documenting methodology, findings, and policy implications. The assignment will include reviewing existing disability-related social protection programs, identifying gaps and challenges, analysing global and regional good practices, and developing feasible design options for the UDB. It will also assess financial implications and propose sustainable financing strategies, culminating in evidence-based policy recommendations and a practical implementation roadmap. The Lead Consultant must have: At least a Master’s degree (PhD an advantage) in social sciences, economics, disability studies, or a related field. A minimum of five years’ experience in social protection and disability inclusion. Proven experience in the design, costing, and financing of disability-inclusive social protection programmes. Demonstrated expertise in working on complex policy and economic frameworks and identifying sustainable financing options. Strong knowledge of rights-based approaches and familiarity with ILO social protection and disability inclusion standards. Experience working with governments, social partners, organizations of persons with disabilities, development partners, and the UN. Excellent writing and communication skills in English

L’économie peu diversifiée du pays, axée sur des produits agricoles et miniers peu technologiques, le rend vulnérable aux fluctuations internationales et limite les recettes fiscales. Le secteur secondaire est peu développé, principalement à cause des défis énergétiques : accès limité à l’électricité (39,35 %), dépendance à la biomasse (79 %) et hydrocarbures, ainsi qu’un cadre réglementaire insuffisant. Seuls 2 % de la population utilisent des technologies de cuisson propre et plus de 30,7 millions de Malgaches recourent encore au bois et au charbon pour cuisiner, ce qui contribue à la déforestation et aggrave la vulnérabilité des communautés rurales. Les phénomènes géologiques tels que les glissements de terrain détruisent régulièrement des infrastructures essentielles et aggravent la vulnérabilité des populations. Selon plusieurs études sur les impacts économiques et budgétaires des catastrophes menées par différents projets (PPCR-GFDRR, Global Shield, GRMA, entre autres), la Grande ile figure parmi les cinq pays les plus vulnérables au changement climatique. Cette situation accroît la fréquence et l’intensité des événements extrêmes et pèse lourdement sur la capacité du pays à faire face aux urgences. Or, cette vulnérabilité est exacerbée par des capacités financières limitées pour répondre efficacement aux situations d’urgence, assurer un relèvement précoce et financer la reconstruction. Les ressources immédiatement mobilisables demeurent insuffisantes et les délais de décaissement restent trop longs, entraînant des retards significatifs dans la mise en œuvre des secours et des interventions prioritaires des communautés sinistrées.
