Amendment 1 (October 28, 2026) This posting is hereby amended to correct the title from "Space Power and Reactor Capabilities (SPARC) - Sources Sought Notice" to "Space Power and Reactor Capabilities (SPARC) - Presolicitation Synopsis". Original Posting (October 27, 2026) NASA intends to issue the Space Power and Reactor Capabilities (SPARC) Final Request for Proposals (RFP) via sam.gov on or around November 20, 2026. NASA JSC Justification for Other Than Full and Open Competition (JOFOC) - xEVAS CLIN 5 Hardware Production and Delivery - Contract 80JSC022DA022
NASA JOHNSON SPACE CENTER
This notice provides the Justification for Other Than Full and Open Competition (JOFOC) supporting the sole-source modification of Contract No. 80JSC022DA022 (P00015) with Axiom Space, Inc. to add Contract Line Item Number (CLIN) 5, Hardware Production and Delivery, to the Exploration Extravehicular Activity Services (xEVAS) contract. CLIN 5 provides for xEVA system hardware production and delivery, including development, upgrades, enhancements, sustainment, maintenance, repair, and refurbishment. The CLIN 5 period of performance extends from contract modification issuance through the xEVAS ordering period end date of May 30, 2032. This action does not extend the contract period of performance. NASA Johnson Space Center modified Contract 80JSC022DA022 with Axiom Space, Inc. on October 22, 2026, under the authority of 10 U.S.C. 3204(a)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." Axiom is the only responsible source capable of meeting NASA's technical, integration, compatibility, and schedule requirements because it is the only xEVAS contractor currently in active development of a lunar-capable xEVA system. Award to any other source would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling agency requirements. NASA conducted market research and published a notice on SAM.gov on June 11, 2026. NASA evaluated available information and determined that no alternative source could satisfy the agency's integration, compatibility, and schedule requirements. This notice is published in accordance with FAR 5.301 and FAR 6.305.
