The procurement process for a new Cleaning Services contract is expected to commence in Summer 2026 with the new contract commencing in April 2027. Project Background Following the sale of surplus land within the British Embassy Tokyo compound, FCDO is delivering a multi year phased refurbishment of the retained estate. The programme is designed to modernise the Embassy campus, address life expired infrastructure, improve security, sustainability and accessibility, and support the UK’s diplomatic objectives in Japan. The overall programme consists of three phases: • Phase 1 (Under Contract): Refurbishment and fit out of entrance and gatehouses, main office building, repurposed garages and FM suite (Block E), and seismic strengthening to retaining walls. • Phase 2 (Estimated contract value £15-20 million): Chancery Building extension and refurbishment. • Phase 3 (Estimated contract value £15-20 million): Ambassador’s Residence refurbishment, multi purpose facilities including plant, storage and parking, and site wide streetscape and landscaping (Block Z). This PME relates only to Phases 2 and 3. Scope of Future Phases Phase 2 – Chancery Building The anticipated scope includes: • Extension, remodelling and full refurbishment of the Chancery Building; • Replacement of mechanical and electrical systems; • Building fabric upgrades and internal fit out; • Accessibility and sustainability enhancements; • Associated landscaping works; • Contractor input to develop designs from RIBA Stage 3 through to RIBA Stage 4 (or Japanese equivalent), prior to construction. Phase 3 – Estate and Residential Works The anticipated scope includes: • Refurbishment of the Ambassador’s Residence; • Construction or refurbishment of a multi purpose building accommodating storage, plant and parking facilities; • Site wide streetscape improvements and landscaping; • Continued operation within a live diplomatic estate. The scope is expected to include: • Electrical Installation Condition Reports (EICRs) within occupied and void domestic properties. • Inspection, testing and certification of electrical installations in accordance with BS 7671, the Electricity at Work Regulations and all relevant statutory and regulatory requirements. • Identification, classification and reporting of defects, observations and compliance risks. • Associated remedial works, including completion of C1 and C2 defects and other agreed corrective works. • Provision of digital certification, photographic evidence, compliance records, asset data and management information compatible with Trent & Dove's compliance management systems. • Resident liaison, appointment management, access arrangements and customer communication to support service delivery within occupied homes. • Technical advice and support relating to electrical compliance, asset condition and future investment planning. The anticipated contract term is expected to be an initial three-year period with the option to extend for up to two further periods of twelve months. The purpose of this market engagement is to obtain supplier feedback regarding contract structure, delivery models, workforce competency requirements, quality assurance arrangements, resident engagement approaches, digital compliance solutions, sustainability initiatives and future regulatory developments affecting electrical compliance services. The Specialist Immigration Advice Services will provide specialist immigration advice for single adults sleeping rough, and those at risk of rough sleeping, who need support to clarify and/or regularise their immigration status so they can in turn prevent or end their rough sleeping. The services will support 4 or 5 of the London Sub-regions - to be determined - and will form an essential element of London's preventative and responsive rough sleeping support system for homeless single migrants. The dates are indicative at this stage, with the intention being for the contract to commence between April and July 2027.

The Authority is considering both regular weekly deliveries and reduced-frequency, higher-volume deliveries where operationally feasible. This market engagement exercise is intended to gather information on supplier capability, delivery models, pricing structures and potential efficiencies to inform and shape the procurement approach. This agreement is for the supply of the full range of education with or without residential care provision. Lot 1 - Education Only Provision - Day School only The Contractor must be able to provide full-time education with a DfE registered school on-site that meets the educational needs of individual child or young person. Education Contractors must have their own DfE number. Lot 2 - Education with Care -- Educational with Residential Provision For the provision of education provided by the contractor with residential care and support in a setting that is registered with Ofsted for children and young people. The Contractor must be able to provide full-time education with a DfE registered school either on-site or within their group within the weekly cost for any child/young person placed through the contract. The level of support and the education provided will meet the individual needs of a young person. Education Contractors must have their own DfE number It is underpinned by a contractual requirement of the contractor to comply with Independent Schools Standards (England 2015), Children's Home's Regulations 2015 and the Quality Standards for Children's Homes 2015 where residential homes are provided as part of the service.
