Preliminary Market Engagement - Corporate Enterprise Resource Planning (ERP)

North East Lincolnshire Borough Council

North East Lincolnshire Council (The Authority) is undertaking this Preliminary Market Engagement (PME) to test the market's ability to deliver a single, integrated corporate enterprise resource planning (ERP) platform and to inform the options appraisal, procurement strategy and business case. PME allows local authorities and other contracting authorities in the public sector to engage with a market. PME is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is released. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's needs might be met. There is nothing for the Authority to evaluate or select in this activity. PME is not a call for competition. Following PME, the Authority may conclude that procurement is not the best solution to meet a particular strategy outcome. The Authority may conclude that it would be better to do something entirely different to the intent within this PME. It is essential that any organisation participating in the PME understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity is not part of a procurement exercise and involvement in the PME does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently. The Authority may release a PME to: • Share information to inform the market of an impending procurement, such that they might make preparations for the tender when it is released; and • Gather information to develop the Authority's strategy. We therefore recommend that if there is no intent to engage in the PME, it is better to sustain interest in activity on YORtender to ensure that any interested party remains informed.

Innovation Exchange Challenge: DfE + Innovate UK Pre-demolition Data Capture and Analysis

Department for Education

The education estate comprises approximately 69,000 buildings across more than 22,000 schools and colleges in England. It includes a range of construction types and structural components, many of which are concealed while buildings are in use. DfE continuously seeks to improve its understanding of construction materials and structural arrangements used in school and college buildings. This is essential as these buildings age, have increasing maintenance requirements and will be impacted by climate change. DfE uses this knowledge to prioritise investment in the estate, inform policy and project-specific decisions, and ensure interventions such as retrofit, renewal or rebuilding are appropriately targeted. It also supports the review and development of reliable and proportionate guidance for those responsible for operating educational buildings. Buildings due for demolition through the Schools Rebuilding Programme (SRP) offer a rich source of informationas they are typically included in the programme because of safety issues or severe condition need, including structural defects. Immediately prior to demolition, finishes and fixtures are often removed as part of the ‘softstrip’, exposing large areas of the load bearing structure that would normally remain concealed in an operational school because of the disruption of intrusive investigations. At present there is no systematic programme to capture and analyse information on the final structural condition of these buildings. This challenge seeks to establish a way to do this with minimal impact to the cost and programme of project delivery. Further information on the School Rebuilding Programme (SRP) can be found here: https://www.gov.uk/government/publications/school-rebuilding-programme The Challenge Through Innovate UK, DfE are seeking scalable and cost-effective digital tools and methodologies to capture structural condition data immediately before demolition and analyse it to identify trends in defects across diffe

Growing Cycling Sustainably, Infrastructure, app-based and monitoring solutions for Safer Cycling Behaviour

Transport for London

This Market Sounding Questionnaire (MSQ) is issued by Transport for London (TfL). London has seen sustained growth in cycling in recent years, supported by significant investment in cycling infrastructure and the Mayor’s ambition for 80% of journeys to be made by walking, wheeling, cycling and public transport by 2041. Today, London has more than 450km of high-quality cycle routes and around 1.5 million cycle journeys are made each day, reflecting cycling’s increasingly important role in delivering the Mayor’s Transport Strategy and supporting healthier, more sustainable travel choices. As cycling continues to grow, it is important that people walking, wheeling, cycling and using public transport can interact safely, comfortably and confidently across the transport network. Cyclist behaviour is not a major contributor to overall road danger, with motor vehicles continuing to pose the greatest risk to people and cyclists; however, concerns relating to compliance with traffic controls and pedestrian priority measures, particularly at signalised junctions and crossings, are regularly raised through stakeholder engagement, customer correspondence and public consultation. These concerns can affect perceptions of safety, accessibility and confidence, particularly among people walking and wheeling and those who may be less confident travelling in environments with high levels of cycling activity. Existing evidence suggests that behaviour at signalised junctions and crossings is influenced by a range of factors, including infrastructure design, signal operation, pedestrian and cycle flows, gradients, safety perceptions, convenience and social norms. However, TfL currently has limited evidence on how these factors interact, how behaviour varies across different locations and operating conditions, and the nature and frequency of interactions between people cycling and people walking and wheeling. To help address the evidence gaps and identify opportunities for improvement, Tf
