The Non-Discrimination and Equity Issues Expert is responsible for providing strategic, analytical, and operational support to ensure that all activities under the New Ukrainian School (NUS) reform are fully aligned with the principles of equity, non-discrimination, and inclusive education, with a particular focus on the needs of students with special educational needs (SEN) and other vulnerable learner groups. The Expert will play a key role in mainstreaming inclusivity across all NIO workstreams, from teacher training and educational content development to learning environment upgrades and digital education tools. The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”). The Contract Works required are: The proposal involves a range of accessibility upgrade works to improve safe and compliant movement throughout the school site for students, staff and visitors with mobility requirements. The proposed works include the upgrade and modification of existing landings, steps, ramps and accessible pathways at various locations across the school to provide improved access between buildings and external areas.
