ECHC has been Contracted to provide this service since 31st March 2024 when funding was made available form the ICB for Crisis Bed provision within the East Cheshire Footprint There are plans to go out to tender of this service within this financial year. As this procurement exercise will take time there is a need to extend this current contract so there is no break and we can maintain continuity of care for patients. The Trust recommendation is that the contract with the provider is extended as all outcomes and contractual obligations are currently being met and achieved. The provider has established and is maintaining positive relationships with stakeholders and other providers of mental health care. This includes the Trust First Response teams such as Home Treatment Team, and Crisis Line who regularly refer patients to the service.

Electric Vehicle Charging Infrastructure

This Tender is being published to support the Local Electric Vehicle Infrastructure (LEVI) fund, which is a major UK government initiative, administered by the Office for Zero Emission Vehicles (OZEV), designed to support local authorities in England to roll out electric vehicle public charging infrastructure. The scheme aims to assist residents without off-street parking in transitioning to electric vehicles (EVs). The Authority has been awarded £10,111,000 for the provision of public EV Chargepoints from the Local Electric Vehicle Infrastructure (LEVI) Capital fund, funded by the Office for Zero Emission Vehicles. Additionally, the Authority has secured £400,000 from the LEVI Pilot fund specifically for the delivery of lamppost-integrated Chargepoints. Delivery of the Pilot project has been included as a required element in this tender to ensure there is an integrated and consistent approach to EVI provision. The Authority's contribution towards the works required to deliver the Contract is £10,511,000 which is aggregate sum of the LEVI Capital fund the LEVI Pilot fund as set out above. This Procurement and subsequent Contract is offered and will be delivered as a single lot covering the whole county. The Authority's desire is that installations can be balanced across the more commercially viable and the less commercially viable areas across the county. An experienced CPO with the technical expertise to deliver at the required scale and at pace is vital for a contract of this size. A service matrix will be supplied at invitation to tender stage that identifies each service requirement at each site. For Lot 1, the current size of the estate is circa 300 operational sites. The property types include a variety of services i.e. Libraries, children centres and offices, all of which fall within the scope of the contract. For Lot 2, the current size of the estate is 10 sites for Unaccompanied Asylum Seeking Children properties. Forestry England are planning to carry out a procurement exercise to tender for these works going forward as 2 separate Geographical areas: Area 1: West: Includes Dorset (Wareham and Ringwood beat), Hampshire (New Forestry North and South) Area 2: Hampshire (Micheldever and Solent beat), Isle of Wight (Solent beat), Surrey (Chiddingfold beat), West Sussex (South Downs beat). Each of these areas have 4 lots separated by task and can be bid for separately: Lot 1: Standard restocking including stumps and post fire sites. Standard, Tractor and mulching attachment, Purpose built if requested. Estimated 50ha per year (split evenly between East and West). Lot 2: Steep slopes, sensitive sites, weeding restock sites and invasive species removal. Purpose built, small machinery, fail mulchers and robotic mulchers. Estimated 10ha per year (split evenly between East and West). Lot 3: Mulching felled Norway Spruce sites destroying any material >8cm in diameter Heavy-duty forestry mulcher designed to process brash, stumps, and woody debris down to very fine material. Estimated 20ha per year (split evenly between East and West). Lot 4: 24-hour emergency response to assist the Fire Service in mulching fire defensible zones. Tractor and mulching attachment, Purpose built if requested. Bulldozer (Medium to large) with blade attachments that can cut to bare mineral soil. Estimation cannot be given but likely to occur during the wildfire season (March-September). Our intention is to award this contract for a period of 4 years with Annual Performance Reviews and a mid-point review point to discuss pricing (i.e. 2+2yr contract). All contractors must be highly experienced at working within heavily visited public areas. All services provided must comply with the United Kingdom Woodland Assurance Standard (UKWAS), Forest Industry Safety Accord (FISA) guides Forestry England Health and Safety Policy, and all other relevant environmental and health & safety legislation.
