The objectives of the work included in this RFP are to review and update fifty existing NOS for occupations identified by CAHRC. The NOS will be updated through secondary and primary research. The primary research will include consultation and validation with subject matter experts in the specific occupations through virtual focus groups and key informant interviews. The process and annual final delivery will follow the same format and approach as the existing NOS and include the NOS, job descriptions, job ads and job profiles. With the rapid introduction of automation, digitalization, AI and technology as well as changing workforce needs, this RFP also includes an annual review, update and validation process for an additional four years following the initial update in year one.

The Council now seeks a framework architecture that supports interoperability between National Occupational Standards, labour market intelligence systems, education and training pathways, credentialing systems, and real-time workforce analytics platforms to enable a modern, responsive, and future-ready agriculture workforce ecosystem. The result will be to modernize and expand these resources into a dynamic National Agriculture Skills Framework that leverages and maps the NOS content into a contemporary, interoperable skills architecture. A report was produced in 2024 that provides a preliminary outline of this framework and recommendations to be considered in the development and implementation of the full skills framework. The framework will support alignment between occupations, competencies, tasks, credentials, and emerging skills requirements while enabling compatibility with related sector frameworks, including food processing and broader agri-food workforce systems. Once developed the framework will be updated annually.

Mayo Generating Station Technical Consultant

The Mayo Generating Station (MGS) is a key piece of electricity generation infrastructure in the Yukon. MGS has an installed capacity of 15 MW and a dependable winter capacity of 6.5 MW, reflecting restricted water outflows. MGS facilities include water control structures at Daghro Män/Ts’agro Män/Mayo Lake and Wareham Lake, a concrete spillway, intake structure, tunnel/penstock, surge facilities and two generating stations. MGS infrastructure is located within the territories of the First Nation of Na-Cho Nyäk Dun. The infrastructure regulates water / tu flows of the Tadze Nyäk/Mayo River and water elevations on Daghro Män/Ts’agro Män/Mayo Lake and Wareham Lake. Water in the Tadze Nyäk/Mayo River, which is used to generate hydroelectricity at the MGS, flows from Daghro Män/Ts’agro Män/Mayo Lake, before flowing into the Na-Cho Nyäk gé/Stewart River just southwest of the Village of Mayo. Daghro Män/Ts’agro Män/Mayo Lake itself is fed by numerous creeks and tributaries, the largest of which are Roop and Nelson creeks, which flow into each respective arm (i.e., Roop and Nelson arms). Roop Creek has a large wetland area (Roop Lakes Wetland) just to the north of Roop Arm. Edwards Creek, another major tributary, flows into Roop Creek immediately upstream of Daghro Män/Ts’agro Män/Mayo Lake. Other smaller tributaries include Anderson, Granite (tributary to Roop Creek), Ledge, Cascade, Ping Pong, Steep and Owl creeks. These tributaries lie within the Territories of FNNND. Operation of the MGS has been ongoing since 1951. For additional details, the location, and overview of MGS, are provided in the RFP as Appendix 7. Water Use Licence HY25-027, issued to YEC by the Yukon Water Board (YWB) February 27, 2026 and expires December 31, 2030. The existing FAA expires December 31, 2026 (Appendix 12). An application for a Fisheries and Oceans Canada (DFO) Fisheries Act Authorization (FAA) for the MGS is under development and is expected to be submitted in 2026.

Information provided by the Proponents will be evaluated using the established criteria in the Invitation to Tender (ITT). The objective of this ITT is to select the Proponent with the highest total score. The SO will be for a period of two (2) years with a maximum estimated value of $200,000. The SO may be extended for up to one (1) additional one (1) year period and increased by a value of $100,000 at any time during the term of the SO and at the sole discretion of DCC. Call-ups under the SO are expected to be valued between $5,000 and $20,000. The maximum value of a Call-up is $50,000. Refer to the ITT document for additional information. Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
