Since 2016, the study has tracked a nationally representative cohort of 5,000 children as they transition from age 10 toward age 24 in 2030. Now in its ninth year, the project has generated a massive body of longitudinal data; however, there is a significant technical gap in the ability of government institutions to utilize this data. While standard cross-sectional analysis is common, many stakeholders lack the specialized skills required to handle longitudinal structures and advanced methods like age-period-cohort analysis.

La consultoría no contempla actividades de recolección de información, ya que la encuesta fue previamente diseñada y aplicada por el equipo técnico de la OIT durante el último trimestre de 2025. El trabajo se concentrará en la sistematización, procesamiento estadístico e interpretación de los resultados obtenidos, con el propósito de generar productos técnicos y ejecutivos útiles para la OIT, la Cámara Nacional de Comerciantes Detallistas y Afines (CANACODEA) y otros actores vinculados al diseño de estrategias de formalización en el sector comercio. The initiative supports underserved populations in Kyaka II and Nakivale settlements through affordable financial products, matching grants, financial literacy, and business development support to enhance economic resilience and self-reliance. As part of its learning and accountability agenda, UNCDF seeks to assess the impact, outcomes, sustainability, and lessons learned from the initiative to inform future programming and scale-up of inclusive finance solutions for vulnerable communities. Scope of Work The consultancy firm will design and implement a mixed-methods impact assessment study combining quantitative and qualitative approaches. The assignment includes conducting an endline survey, focus group discussions, key informant interviews, and desk reviews of programme documentation and datasets. The consultant will assess programme outcomes and impact, evaluate sustainability and scalability, consolidate lessons learned, and provide actionable recommendations for future interventions supporting refugees and host communities. The assignment will also involve data analysis, report writing, stakeholder validation, and preparation of communication materials including testimonies, presentations, and dissemination reports.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
