NOTICE OF INTENT TO SOLE SOURCE Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Thermo Electron North America, LLC, located at 1400 Northpoint Parkway, Suite 10, West Palm Beach, Florida, 33407-1976. The purchase order will specifically procure a Maintenance Service contract for an existing liquid chromatography–mass spectrometry (LCMS) system, manufactured by Thermo Fisher Scientific. The performance period of the service agreement shall be effective for one 12-month Base year and two 12-month Option Years for a total period of performance of three years if all options are exercised, to be effective on September 23, 2026. Authority This acquisition is being conducted under the authority of, and in accordance with, FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811210 – Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34.0 million. Description The Fire Research Division in the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) requires support services for an existing liquid chromatography–mass spectrometry (LCMS) system, manufactured by Thermo Fisher Scientific. The LCMS was purchased from Thermo Electron North America, LLC and included an extended warranty. Thermo Electron North America is the authorized distributor for Thermo Fisher Scientific as it relates to distributing the subject LCMS and authorized services to government agencies. The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract to replace sixty-nine main propulsion and auxiliary diesel engine flexible and expansion hoses aboard the USCGC HEALY. The contractor will be required to perform all on-site labor to remove the existing hoses to serve as templates, fabricate new replacement hoses, test and tag all hoses, and perform the final installation aboard the vessel. This requirement is a total small business set-aside under NAICS code 488390, with a corresponding small business size standard of $47.0 million. The applicable Product Service Code is J020. All services must be performed on-site at United States Coast Guard Base Seattle in Seattle, Washington. The planned period of performance is from June 29, 2026 through July 10, 2026. The Government intends to award a contract to the responsible offeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the contractor must demonstrate the capability to meet all requirements in the attached Statement of Work, including adherence to SFLC Standard Specification 5000, Appendix C. Past performance will also be evaluated on an acceptable or unacceptable basis. To be eligible for award, the offeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records. UPDATE 5: Update summary level description, and two draft attachment updates incorporated as follows: A_NEXUS TDRS-BC Statement of Objectives (SOO)_20260522 (Draft), and B_Service Requirements Document_CUI_ITAR_20260522 (Draft) NASA intends to release a BAA under Next Space Technologies for Exploration Partnerships (NextSTEP-3), Appendix E, for Project NEXUS, Ka-band Backward- Compatible Relay. As the aging Tracking and Data Relay Satellite System (TDRSS) declines, NASA’s objective is to acquire an end-to-end Ka-band relay service (end-to-end must include: space, ground, launch, integration, and operations elements) that is backward compatible with legacy TDRSS users for a minimum of fifteen years. This capability is needed to support select on-orbit missions that cannot feasibly modify flight hardware or transition to non-compatible commercial services. To reduce growing continuity risk in the 2029- 2031 timeframe, industry is asked to develop and demonstrate this end-to-end capability. The BAA will be a phased competitive Research and Development (R&D) acquisition. NASA anticipates multiple initial Firm-Fixed-Price (FFP) awards. NASA does not anticipate being the sole commercial customer and anticipates proposed solutions to be supported by a broader commercial business case beyond NASA. NAICS: Phases 1–3: 541715. NASA seeks to accelerate maturation of commercially viable capabilities through competitive research demonstrations to support transition to future operational services,.
