FA8903 772 ESS PK
The Department of the Air Force (“DAF”) is accepting proposals for the development of market facing mixed-use projects to include, but not limited to, housing accessible to military families and/or single members, civilians and defense contractors, medical facilities, and commercial/retail space (“Projects”). As consideration for leasing its parcels to developers selected under this RFLP, DAF is seeking cash rent and/or in-kind consideration (IKC) including future, undetermined construction projects. Pursuant to the foregoing Executive Order and the Enabling Statute, the Department of the Air Force (the “Government”) is issuing this Request for Lease Proposal (the “RFLP”) to solicit proposals from entities (“Offeror(s)”) interested in entering into a long-term ground lease (the “Lease”) to lease all or a portion of that certain real property located at Edwards AFB (the “Installation”), which is an active military installation located in Kern County, California comprised of two parcels totaling approximately 215-acres of land (the “Property”) from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for the Lessee’s private commercial (non-Federal government) use (collectively, the “Project”). In accordance with and subject to the terms, requirements, and conditions of this RFLP, the Government will evaluate all proposals received to select one or more Offerors as a “Potential Lessee(s)” with whom to enter lease negotiations. A Potential Lessee with whom the Government makes and enters into a written and legally binding lease agreement is hereinafter referred to as a “Lessee.” If no agreement is made, a Potential Lessee may not actually become a Lessee.
Notice of Intent (NOI) W912P627QA001, Acoustic Telemetry equipment
W072 ENDIST CHICAGO
This Notice is a continuation of Notice ID W912P627QA001. Description of Requirement: The U.S. Army Corps of Engineers, Chicago District, intends to establish a firm-fixed-price purchase order on a sole-source basis to Innovasea Systems Inc. (UEI: L4M7A3Q5N9K1, NCAGE: L0683) of Bedford, Nova Scotia, Canada. The requirement is for the procurement of proprietary VEMCO-brand acoustic telemetry equipment. The specific items required include but are not limited to: NexTrak R1 Transponding Acoustic Receiver with battery; VR2Tx-69kHz Coded Acoustic Receiver with Transponder; and VR100 Surface Transponder and Manual Tracking Acoustic Receiver. This equipment is essential for the continuation of a 14-year-long Invasive Carp Monitoring and Response Plan and must be fully compatible and interoperable with the existing VEMCO telemetry network deployed in the Chicago Area Waterways (CAWS) and Illinois Waterway (IWW). Authority: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 13.101(b) , which allows for soliciting from a single source if the contracting officer determines that only one source is reasonably available to satisfy agency requirements. Justification: This equipment is essential for the continuation of the 14-year-long Invasive Carp Monitoring and Response Plan. The existing telemetry network, valued at over 500,000 USD, is comprised exclusively of VEMCO-brand equipment, which is proprietary to Innovasea Systems Inc. The several thousand ultrasonic transmitters already deployed in the river by USACE and its key agency partners (including the U.S. Fish and Wildlife Service, Southern Illinois University, and the U.S. Geological Survey) can only be detected and decoded by VEMCO receivers. Innovasea owns the patent to this technology. Procuring equipment from any other source would render the entire existing network inoperable and jeopardize the multi-million-dollar federal program. Therefore, Innovasea is the only source ca

Hanscom’s Execution & Rapid Operations (HERO) Umbrella Program Notice
FA2835 AFLCMC HANSCOM PZI
1. BOTTOM LINE UP FRONT (BLUF) The Department of the Air Force, specifically the 66th Civil Engineer Squadron (66 CES) at Hanscom Air Force Base (AFB), Massachusetts, is publishing this Umbrella Program Notice to announce the establishment of Hanscom’s Execution & Rapid Operations (HERO) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. 2808a, HERO seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience. 2. PROGRAM STRUCTURE & TIMELINE Rather than a single, one-off project solicitation, this Notice establishes the HERO Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella. Each independent AOI will outline: The specific facility construction, repair, or modernization project requirements. The exact response date, time, and instructions for submitting Solution Briefs. The collaborative delivery model designated for that project, such as Progressive Design-Build (PDB) utilizing open-book Guaranteed Maximum Price (GMP) pricing, or Build-Only (BO) commercial delivery. 3. ELIGIBILITY & PARTICIPATION The HERO framework actively seeks to lower barriers to entry. Unlike prototype OTAs, 10 U.S.C. 2808a carries no statutory Nontraditional Defense Contractor (NDC) prerequisites and zero cost-share mandates. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all fully eligible and strongly encouraged to monitor this notice and participate. 4. ACTION REQ
