Special Notice Special Notice Page 3 of 3 *= Required Field Special Notice Page 1 of 3 The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to negotiate a single-source procurement to TRANE U.S. dba Trane Technologies Puerto Rico, who is the only equipment manufacturer (OEM) authorized distributor and service representative for the geographical area in which the equipment to be serviced is located (San Juan, Puerto Rico). The proposed services contract is for Maintenance and Repair of Building Automation System (BAS) and components, for a period of performance consisting of a base period of twelve months, plus four one-year option periods. The applicable NAICS code for this acquisition is 238220 with a business size standard of $19.0 Million and PSC/FSC J041. The proposed contract is for services for which the Government intends to negotiate with only one source under the Authority of Revolutionary FAR Overhaul (RFO) 12.201-1 Simplified Procedures, and RFO 6.103-1(a). This is a notice of intent to award a single-source procurement action and is not a request for competitive quotes. No solicitation package is available. Firms that want to challenge the single source must provide clear and convincing evidence of their capability to deliver the services at their specific location and demonstrate that competition would be advantageous to the Government. The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), intends to issue a solicitation for the replacement of two (2) obsolete Christie Model WU7K-M lamp-based projectors currently installed at the Orlando VA Medical Center. The existing projectors are no longer supported by the manufacturer for long-term parts and service and rely on outdated lamp-based illumination that generates higher operating costs, more frequent maintenance, and greater downtime than current laser/LED alternatives. Replacement is required to sustain audiovisual capability in support of clinical, educational, and administrative operations and to modernize to a commercial-grade laser or LED solution that integrates seamlessly with the existing Crestron control infrastructure. Based on market research, this acquisition will be issued 100% Total Small Business Set-Aside under NAICS 238210. Market research identified multiple capable small business sources, including at least one authorized dealer of the anticipated original equipment manufacturer. The solicitation is anticipated to be posted on the System for Award Management (SAM.gov) at a date to be determined. All interested parties must be registered and active in SAM.gov (www.sam.gov) at the time of offer submission and through contract award. This notice is for informational and planning purposes only and does not constitute a solicitation. The Government is not obligated to issue a solicitation or award a contract as a result of this notice. OPTION YEAR ONE General: The Bay Pines Veterans Administration Medical Center requires digital new equipment and satellite programming Direct T.V. Service or similar for TV's located throughout medical center in the Main Hospital (Building 100), Community Living Center (Buildings 71 & 101), Mental Health (Building 111), and Domiciliary (Building 102) at the C.W. Bill Young VA Medical Center, 10,000 Bay Pines Blvd, St. Petersburg, Florida. Scope: The Contractor shall provide all labor, materials, parts, equipment, supplies, supervision, management, and transportation to perform all tasks as identified below. All work is to be performed in accordance with the guidelines established by Federal, State and local ordinances, with the Manufacturer's Service Manual and Quality Control Manual, and with all terms, conditions, provisions, schedules and specifications provided herein. This service will be for new equipment and required programming and services. The service will begin upon receipt of notice of the award of contract and continue for one base year and four exercisable option years. The contractor must be able to provide programming services during transition or reconnection of services with little to no program service disruption.

The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide Exterior Cleaning Program in support of Orlando VA Healthcare System (OVAHCS) facilities. The contractor must plan, develop, and implement an exterior cleaning program for all OVAHCS buildings, structures, rooftops, walkways/curbs, and exterior windows. (The tallest building is estimated at under 150 ft.) The designated areas are to be cleaned in their entirety (NOT spot cleaned). Best commercial practices shall be applied in the performance of work. All work shall be completed per approved and accepted industry standards throughout the duration of the contract.
