The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK’s conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors. The SSP’s key objectives are to: • Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks. • Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. • Countering misinformation, disinformation and hate speech • Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to £39 million over five years, with this specific contractual component expected to receive approximately £30 million (£6 million annually). Subject to internal approval and funding confirmation, programme delivery is expected to begin in FY 2027.

The Foreign, Commonwealth & Development Office (FCDO) is developing a business case for a seven-year economic governance programme in Pakistan, titled Reforms for Growth in Pakistan (RFG). RFG aims to build on the significant progress on economic reforms achieved over the past three years through predecessor programmes, capitalising on proven ways of working for this long-term agenda. RFG will use agile technical assistance, policy-driven research and economic diplomacy to support reforms to foundational federal and provincial fiscal policies, as well as policies that improve the business environment. It will focus on building institutions, to ensure sustainability after the end of the programme. The purpose of this EME is to seek market feedback and test assumptions during the programme design. This is ODA programme designed to provide agile, flexible and adaptive technical assistance and research support to the federal government, with support to the provincial governments of Khyber Pakhtunkhwa, Punjab and Sindh. The programme will primarily be funded through Resource-DEL (RDEL), with a Capital-DEL (CDEL) component. The Philippines is scaling up offshore wind to meet ambitious renewable energy targets, with upcoming auction rounds expected to unlock significant capacity. As the sector advances, attention is shifting toward enabling infrastructure particularly ports, which are critical for construction, staging, installation, and long-term operations. While initial assessments by partners such as ADB and GWEC have focused on public ports, the scale of planned deployment requires expanded port capacity and stronger private sector participation. However, there remains limited clarity on how to structure offshore wind port development to attract investment that is technically viable, commercially sound, and aligned with Department of Energy (DOE) deployment timelines. UK PACT, working with DOE and other agencies, seeks to address this gap by supporting privately led port development and strengthening decision-making, investment readiness, and early market engagement. This intervention will be delivered in two phases. Phase 1 will establish the foundations for private sector participation by drawing on UK experience, developing a Private Offshore Wind Port Development Framework, and identifying and prioritizing suitable port locations particularly in areas such as South Mindoro and Negros Occidental based on technical suitability and readiness. PROVISION OF UK BASED LANGUAGE TRAINING

FCDO intends to procure a supplier(s) for professional language services training in up to 87 languages and management of the FCDO Language Centre. FCDO are also exploring the feasibility for Centres of Excellence to deliver a range of language training including but not limited to French, Arabic and Spanish. The new language training model has been designed to be scalable to meet the future needs of FCDO and HMG in terms of both volumes and languages available. FCDO is conducting a preliminary market engagement (PME) to inform the future procurement strategy, understand market capability, and ensure the designed competitive procedure is fair, accessible, and effective.

The programme is designed to modernise the Embassy campus, address life expired infrastructure, improve security, sustainability and accessibility, and support the UK’s diplomatic objectives in Japan. The overall programme consists of three phases: • Phase 1 (Under Contract): Refurbishment and fit out of entrance and gatehouses, main office building, repurposed garages and FM suite (Block E), and seismic strengthening to retaining walls. • Phase 2 (Estimated contract value £15-20 million): Chancery Building extension and refurbishment. • Phase 3 (Estimated contract value £15-20 million): Ambassador’s Residence refurbishment, multi purpose facilities including plant, storage and parking, and site wide streetscape and landscaping (Block Z). This PME relates only to Phases 2 and 3. Scope of Future Phases Phase 2 – Chancery Building The anticipated scope includes: • Extension, remodelling and full refurbishment of the Chancery Building; • Replacement of mechanical and electrical systems; • Building fabric upgrades and internal fit out; • Accessibility and sustainability enhancements; • Associated landscaping works; • Contractor input to develop designs from RIBA Stage 3 through to RIBA Stage 4 (or Japanese equivalent), prior to construction.
